ORGANIZATION SUMMARY

POSITION SUMMARY:

World Relief seeks an individual experienced in refugee resettlement to support the local offices through ensuring excellence in program administration while understanding the challenges of initial resettlement. The Program Officer manages day-to-day pre-arrival case management processes for post-allocation cases and provides leadership and support for post-arrival initial resettlement programming across World Relief’s network of offices nationwide. This individual will evaluate existing programs and develop new systems and guidance informed by best practices to better serve newly arrived refugee populations. They will also help monitor office compliance with PC program requirements and support training initiatives to equip field staff to effectively meet the needs of arriving refugees. A successful candidate will be self-motivated, collaborative, and an attentive listener. This person must be able to communicate effectively across multiple audiences and platforms. They must be detail and excellence oriented. They will combine technical expertise in initial resettlement with strong communication and organizational skills to ensure high-quality programming across World Relief’s U.S. network.

ROLE & RESPONSIBILITIES:
  • Program Officer General Area of Responsibilities
  • Manages day-to-day required case management tasks and provides technical assistance for post-allocation of cases according to the assigned office portfolio.
  • Manages (RPC) pre-arrival reports and adhere to given timeframes.
  • Maintains accuracy of current database (e.g. IRIS, Dynamics) and recommends upgrades as appropriate.
  • Assist MHPSS M&E Program Manager and PC Data & Reporting Program Officer in development of a monitoring framework and data collection and reporting around grant compliance.
  • Develop and maintain expertise in program subject areas and serve as the primary contact in these areas.
  • Review reports submitted by field offices, provide feedback where necessary, and within the required timeframe.
  • Oversight of World Relief’s beneficiary feedback survey,ensuring it remains an effective tool for offices, and that quarterly data summaries are released to local offices as applicable.
  • Collaborate with PIR Training Officer in development and implementation of annual Training Plan.
  • Collaborate with team members to identify pre-and post-arrival training needs for WR network. Implementation of Training plan includes development of new training content, review and revise existing training, and facilitate and conduct trainings.
  • Assist in training home office and field office team members as needed.
  • Collaborate with team members to revise program procedures, tools, and methodologies as required, including staff manuals.
  • Participate in planning and facilitating PIR Community of Practice
  • Report program strengths and weaknesses to Associate Director of Initial Resettlement and strategize on next steps.
  • Support a Portfolio of Field Offices
  • Ensure overall program compliance for an assigned portfolio of field and subrecipient offices through monitoring, consultation, and technical assistance.
  • Collaborate with fellow Program Officers to meet programmatic needs of office portfolio to ensure high-quality programming.
  • Build familiarity and rapport with local staff to strengthen collaboration.
  • Provide onboarding support for new managers and PC-funded IR staff.
  • Conduct annual PC Site Profile reviews for all PC-funded staff.
  • Host quarterly check-ins with managers to promote accountability, self-audit completion, and awareness of home office guidance.
  • Maintain home office administrative records for assigned portfolio offices.
  • Conduct PC IR monitoring visits to field offices and follow-up desk audits.
  • Overall PC Grant and MHPSS Service Line Responsibilities
  • Participate in additional Communities of Practice and cross-departmental meetings both within WR and within the refugee resettlement community to stay informed of holistic support approaches.
  • Contribute to case file form creation and revision.
  • Coordinate with the PIR Training Officer to promote case management tools and resources. Contribute to semiannual reporting.
  • Participate in up to 10% travel for site visits and training facilitation.
  • Any other duties as assigned.
JOB REQUIREMENTS:

  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Association of Evangelicals' For the Health of The Nation document
  • At least 2 years' experience working in resettlement
  • Self-motivated, collaborative, and an attentive listener
  • Excellent writing and editing skills
  • Proficient in Microsoft Suite
  • Ability to perform research & data analysis.
  • Excellent attention to detail and ability to multi-task.
  • Experience working in a grant-compliance context.
  • Domestic travel up to 20%.
PREFERRED QUALIFICATIONS:
  • Bachelors’ degree or equivalent experience in Social Work or in related field.
  • At least 3 years’ experience in refugee resettlement work.
  • Familiarity with IRIS, Dynamics, SharePoint, and Asana.
  • Overseas and/or cross-cultural experience.
  • Experience working in Preferred Communities and the PC Gaps/IAR programs or Initial Resettlement

$65,000 - $70,000 a year
