U.S. Army Corps of Engineers in Kansas City is seeking a GS-14 Branch Chief to lead the Program Management Branch within the Healthcare Production Center, directing PgMs, PMs, and technical delivery for DoD/VA healthcare programs.

The role requires strong program management, data analysis, and leadership across the district. The position is based in Kansas City with formal promotion to a division chief pathway.

Qualifications

  • Experience in program and project management involving studies, designs and/or construction.
  • Experience using PROMIS to manage schedules and resourcing.
  • Experience implementing Quality Management Plans and procedures.
  • Time in Grade requirement: 52 weeks of Federal service at the next lower grade (GS-13).

  • Represents the District at engagements, such as meetings, briefings, conferences, and hearings, with higher headquarters, officials of other Federal agencies, state, county, and local authorities, and the public.
  • Coordinates, plans, and executes the work of the branch through subordinate supervisors.
  • The Healthcare Production Center is a centralized organization established to manage Dept of Veterans Affairs and Defense Health Agency efforts assigned to the District, providing consistency and standardization in execution of healthcare programs.
  • Kansas City District is establishing the Healthcare Production Center through the selection of GS-14 Branch Chiefs to lead various branches.
  • Eventually the HPC will be converted to a full division within Kansas City District, led by a GS-15 Division Chief.

Specialized Experience GS-14: To qualify based on your experience, your resume must describe at least one year of experience which includes: 1) Experience in program and project management involving studies, designs and/or construction; 2) Experience utilizing Project Management Information Systems (PROMIS) to manage schedules and resourcing; AND 3) Experience implementing Quality Management Systems including development and execution of Quality Management Plans and Quality procedures.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
