Program Manager

Hours: Monday – Thursday, 7:00am – 5:00pm

Status: Full Time, Exempt

Reports to: Director of Special Projects

Purpose:

The Program Manager oversees daily operations, compliance, and quality assurance for the Tropicana Trails PSH program, ensuring services align with HOME-ARP requirements, Housing First principles, and trauma-informed care. This role partners with HELP of Southern Nevada, property management, funders, and community providers to promote long-term housing stability and positive resident outcomes.

Duties, Functions, and Responsibilities:

• Provide operational leadership for the Tropicana Trails PSH program, ensuring services align with HOME-ARP, HUD, Housing First, trauma-informed care, and agency requirements.
• Develop and maintain program procedures, monitor performance, support quality assurance, and participate in strategic planning and continuous improvement.
• Coordinate referrals, admissions, eligibility determinations, lease-up, occupancy, unit turnover, and housing stability activities in accordance with the Tenant Selection Plan and HOME-ARP requirements.
• Collaborate with property management and service partners to resolve housing barriers, support tenancy, and promote long-term housing retention.
• Supervise or coordinate supportive services, individualized service planning, and resident access to behavioral health, medical care, substance use treatment, employment, benefits, financial literacy, life skills, and transportation resources.
• Recruit, train, supervise, coach, and evaluate staff; conduct team meetings, case consultations, supervision, and professional development activities.
• Monitor compliance with HOME-ARP, HUD, Fair Housing, Equal Opportunity, confidentiality, HMIS, documentation, and agency requirements; conduct file reviews and prepare for monitoring visits and audits.
• Serve as liaison with SNRHA, Clark County, Continuum of Care partners, property management, George Gekakis Inc., HELP leadership, funders, providers, and community organizations.
• Track program outcomes, analyze data, and prepare required reports for leadership, funders, and stakeholders.
• Assist with budget monitoring, expenditure tracking, grant reporting, and fiscal accountability.
• Respond to resident crises and critical incidents, coordinate emergency response when needed, support de-escalation and safety planning, and ensure appropriate documentation and follow-up.
• Perform other related duties as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of PSH, Housing First, trauma-informed care, Motivational Interviewing, case management best practices, and services for people experiencing or at risk of homelessness.
• Knowledge of HOME-ARP, HUD, Fair Housing, Equal Opportunity, confidentiality, HMIS, affordable housing operations, tenant selection, eligibility, lease-up, occupancy, and housing retention requirements.
• Knowledge of Southern Nevada community resources, including behavioral health, medical care, substance use treatment, employment, benefits, financial literacy, life skills, and transportation supports.
• Ability to lead, supervise, coach, and evaluate multidisciplinary teams while promoting a trauma-informed, strengths-based, resident-centered work environment.
• Ability to manage complex housing and supportive services programs, develop procedures, monitor performance, and ensure regulatory and contractual compliance.
• Ability to analyze data, identify trends, measure outcomes, prepare accurate reports, and use information to support program improvement.
• Ability to build collaborative partnerships and communicate effectively with residents, staff, property management, funders, providers, community partners, and the public.
• Ability to exercise sound judgment, resolve conflict, respond to crises, manage priorities, maintain accurate documentation, protect confidentiality, and uphold professional ethics.

Qualifications, Education, and/or Equivalent Experience:

• Bachelor’s degree in Social Work, Human Services, Psychology, Public Administration, Nonprofit Management, Behavioral Health, or related field required; Master’s degree preferred.
• Minimum five (5) years of progressively responsible experience in homeless services, supportive housing, behavioral health, affordable housing, human services, or a related field.
• Minimum two (2) years of supervisory or management experience, including staff supervision, coaching, training, evaluation, and team leadership.
• Required experience administering federally funded housing or supportive services programs, including experience with Permanent Supportive Housing, Housing First practices, HOME-ARP, HUD requirements, HMIS documentation, or related compliance standards.
• Must meet agency employment requirements, including background check, pre-employment drug test, random drug screening, and required health documentation.
• Must obtain and maintain CPR/First Aid and other agency- or funder-required certifications and trainings.
• Valid Nevada Driver’s License and clean DMV record required; driver history reports must be submitted as required by agency policy.

Working Conditions:

Work is performed in office, residential housing, and community settings, with travel between program sites and meetings. Requires computer use, sitting, standing, walking, bending, lifting up to 25 pounds, crisis response, and occasional evening or weekend work.
