SUMMARY DESCRIPTION OF WORK

The Permanent Supportive Housing (PSH) Program Director is responsible for strategic leadership, oversight and management of the Permanent Supportive Housing programs at Heartland Family Service. HFS operates two models of PSH programs; site-based and scattered-site. These programs provide housing and services to individuals and families who are experiencing chronic homelessness in Douglas, Sarpy and Pottawattamie counties through financial assistance and support services to help individuals obtain and maintain permanent housing. The PSH Program Director will provide direct supervision to the Program Coordinator, Case Manager, Property Manager and Data Specialist. This position works in close collaboration with the Program Director of Rapid Rehousing and Homeless Prevention to ensure program model cohesion. This position also works closely with community partners, funders, service providers, and stakeholders to strengthen collaborative efforts and expand access to housing and supportive services.

Primary responsibilities include overseeing program operations, staff supervision, grant and contract compliance and reporting, budget management, and performance outcomes while maintaining adherence to federal, state, local, and organizational requirements. This position also provides coverage for the Program Coordinator as needed.

Advanced supervisory responsibilities and major agency-wide support functions begin at this level. Decision making, problem solving, and ongoing task prioritization are critical. Training in supervision and management is required. Accountability for multiple program areas and supervision of other supervisors are required at this level. Knowledge of contract regulations and regulation compliance experience is preferred.

Compensation: between $62,300 and $78,816 per year (salary is determined upon total years of relevant experience)
Work Schedule: 40 hours per week

MINIMUM QUALIFICATIONS

• Minimum of bachelor’s degree in social work, human services, or related field.
• Minimum of three years management experience
• Three to five years minimum experience working in the Human/Social Service field; preferred with the homeless/near homeless population.
• Valid driver’s license, acceptable driving record

ESSENTIAL DUTIES AND RESPONSIBILITIES

• *Provides positive leadership and promotes the trauma informed culture for all direct service staff, program clients and in the community.
• *Hires, supervises, trains and provides professional development for program staff.
• *Manages program budgets, grants, and funding requirements
• *Identifies funding sources, assists in funder and grant proposals, ensures programs secure funds to cover full operating costs.
• Identifies, assesses, and makes sound recommendations related to new or expanding program opportunities.

• Attends community meetings and other appropriate functions with key community contacts and committees.
• *Updates and follows policies, procedures, and program objectives, along with agency and funder requirements.
• *Monitors program performance, quality assurance, and outcome measures and creates the necessary monitoring functions to ensure that program quality and integrity is being maintained.
• *Ensure program compliance with funding regulations and compliance with agency policies and procedures.
• *Assists with required reports and collects data consistent with all contractual requirements.
• *Oversees and ensures quality of database collection system, including HMIS or other internal databases.
• Utilizes data and reporting systems to evaluate program effectiveness and support continuous improvement.
• Advocates for individuals experiencing homelessness and promotes equitable access to housing resources.
• *Provides coverage for Program Coordinator in PSH, including leading team meetings, reviewing cases, providing feedback on service delivery and assigning new cases/referrals.
• *Collaborates with other Program Directors to improve policies and procedures to increase efficiency of the program
• *Demonstrates knowledge of current community and Heartland Family Service programs and resources
• * Works with community partners, shelters and other referral sources to ensure that the program is well advertised
