Job summary

National PCA Hub is seeking a Program Manager to oversee Operational Excellence TA initiatives, including Communities of Practice and learning collaboratives. You will coordinate activities, monitor performance, and ensure alignment with federal requirements and program domains.

The role entails collaborating with TA delivery partners, SMEs, and program staff to drive outcomes, manage timelines, and report on progress. Hybrid/remote options may apply based on location.

Qualifications

• 3-5 years of experience managing programs or projects, preferably in healthcare, technical assistance, or an industry association.
• Experience collaborating with subject matter experts, internal and external stakeholders, organizational leaders, and peers.
• Experience planning and tracking work using project management software, such as Asana.
• Excellent interpersonal skills, including the ability to communicate with diverse stakeholders effectively; instruct, influence, and motivate peers and leaders; resolve conflict; and navigate complex dynamics.
• Experience planning and facilitating meetings and group work in a highly collaborative, interdependent environment.
• Excellent administrative skills and attention to detail required to manage work simultaneously on a variety of programs with varying deadlines and program responsibilities.
• Excellent oral & written communication skills; able to communicate effectively with organization leadership, health center staff, clinicians, community leaders, and government officials.
• Must be flexible, self-motivated and a team-player.
• Preference given to candidates with experience in Primary Care Associations, National Technical Assistance Partners, Federally Qualified Health Centers (FQHCs) and/or Rural Health Centers (RHCs) or direct experience with Medicaid population.

Salary Range: $60,000.00 To $90,000.00 Annually

The National PCA Hub is an initiative designed to strengthen collaboration and resource sharing for the collective benefit of all Health Centers and Primary Care Associations (PCA) across the nation, representing the most comprehensive, trusted, and enduring technical assistance (TA) infrastructure supporting the Health Center Program.

POSITION ROLE

The Program Manager is responsible for managing assigned Operational Excellence technical assistance initiatives, including Communities of Practice (CoPs), learning collaboratives, and outcomes-focused cohorts. This position serves as the primary coordinator for assigned program objectives, ensuring timely implementation of technical assistance activities, participant engagement, performance monitoring, and achievement of project outcomes.

The Program Manager works collaboratively with Technical Assistance (TA) Delivery Partners, Subject Matter Experts (SMEs), Program Assistants, and the Performance Manager to support health centers participating in NTAP activities. This position facilitates action period support, monitors participant progress, tracks performance measures, and helps ensure that all activities align with Operational Excellence priorities, federal cooperative agreement requirements, and program performance domains.

ESSENTIAL DUTIES AND RESPONSIBILITIES

QUALIFICATIONS

WORK LOCATION

• This position may be hybrid for candidates residing in Central Iowa and fully remote for candidates located outside the Central Iowa area.

TRAVEL REQUIREMENTS

• Up to 10% for NTAP meetings and National PCA Hub Meetings
