Summary:

Meta's Integrity Risk team is the central engine driving risk management and compliance in Trust & Safety at the company, supporting Meta and the family of apps. We enable the business to achieve its goals at scale and pace, safeguard it against real-world integrity risks, and address the regulatory scrutiny the business faces. Our goal is to make Meta the premier place to work for governance, risk, compliance, and integrity professionals.The Specialized Integrity Risk Assessments (Specialized Integrity Risk Assessments) team within Integrity Risk produces the formal regulatory risk assessments that satisfy Meta's obligations under the EU Digital Services Act, UK Online Safety Act, Australian Online Safety Act, EU AI Act, and emerging regulatory requirements. Our assessments are submitted to regulators, examined by external auditors, and directly shape Meta's product safety posture. We are seeking a senior integrity risk professional who can independently own end-to-end delivery of complex regulatory risk assessments, contribute to the evolution of our methodology and operating model, and serve as a trusted subject matter expert across Legal, Policy, Engineering, Product, and Trust & Safety teams. In this role, you will also help design and leverage AI-assisted tooling to increase assessment quality and capacity while maintaining the core analytical rigor our work demands.A strong candidate for this role is an experienced Trust & Safety or GRC professional who operates effectively in evolving regulatory environments with shifting priorities, can pivot quickly when priorities shift, and translates work across compliance and integrity teams seamlessly. You will act as the connection point between Risk, Legal, Regulatory Offices, and the business, maintaining deep integrity subject matter expertise.

Required Skills:

Program Manager, Specialized Risk Assessment Responsibilities:

1. Own and deliver multiple concurrent risk assessments, including high-complexity programs requiring deep domain expertise and cross-functional coordination
2. Scope assessment boundaries, determine methodology application, define evidence requirements, and drive cross-functional evidence gathering across Policy, Legal, Engineering, Product, Data Science, and Operations teams
3. Produce defensible risk ratings grounded in regulatory language, internal controls analysis, and quantitative/qualitative evidence
4. Maintain in-depth understanding of the regulatory landscape impacting Meta across integrity focus areas, with the ability to translate regulatory text into operational assessment requirements and operationalize new obligations as they emerge
5. Represent the team's analytical positions in engagements with regulators, external auditors, and internal Legal teams
6. Support regulatory requests for information, audit evidence packaging, and compliance transparency reporting
7. Lead the design, implementation, and scaling of AI tools to accelerate team output
8. Identify gaps in strategy, systems, and processes
9. design and implement interventions to support growth at scale
10. Contribute to methodology evolution: assessment lifecycle design, scoring frameworks, quality standards, and programmatic health metrics
11. Communicate assessment findings, risk positions, and strategic recommendations to senior leadership with clarity and defensibility
12. Establish streamlined engagement models with integrity stakeholders to ensure cross-functional alignment and on-time delivery of assessment programs
13. Serve as an integrity subject matter expert and act as the connection point between Compliance, Legal, Regulatory Offices, and first-line business teams
14. Provide mentorship and guidance to team members on assessment execution, regulatory interpretation, and stakeholder navigation
15. Identify and elevate resource gaps and competing priorities with proposed solutions
16. Support business travel on an as-needed basis (up to 10%)

Minimum Qualifications:

1. 7+ years of experience in trust & safety, integrity, content regulation, governance/risk/compliance, regulatory affairs, or a related analytical function
2. Demonstrated experience producing complex, multi-stakeholder analytical deliverables (risk assessments, regulatory filings, compliance evaluations, audit evidence packages, or policy analyses) that withstand external scrutiny
3. Analytical writing experience: ability to produce regulatory-grade documents within defined deadlines and defend conclusions under challenge
4. Experience working across Legal, Policy, Engineering, Product, or Compliance teams in a technology company, regulatory body, or professional services firm
5. Ability to independently scope ambiguous work, determine methodology, and drive delivery with minimal direction
6. Bachelor's degree in a related field or equivalent professional experience

Preferred Qualifications:

1. Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
2. Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
3. Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
4. Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
5. Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
6. Experience with systemic risk assessment methodology, risk scoring/rating frameworks, or compliance monitoring design
7. Knowledge of global content regulations, content moderation practices, and internet trust and safety best practices
8. 3+ years working in a corporate environment subject to audit against federal or industry-wide regulations
9. Familiarity with adjacent regulatory frameworks: GDPR, NetzDG, Terrorist Content Regulation, or national online safety codes
10. Direct experience with one or more of: EU Digital Services Act (particularly Articles 34, 35, 37, 42), UK Online Safety Act, Australian Online Safety Act, or EU AI Act
11. Experience building or integrating AI-assisted tools into analytical workflows and demonstrated ability to balance tooling work with core analytical output
12. Advanced degree, JD, or relevant professional certification (CRISC, CISA, GRCP, or equivalent)
13. Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
14. Program management experience including planning, organizing, pre-empting risks/blockers, and communicating with stakeholders to deliver successful programs while operating with minimal guidance
15. Experience working on transparency reports, responses to regulators or other external parties, and/or designing controls to meet regulatory expectations
16. Prior work at a Digital Services Coordinator, national regulator (Ofcom, ACMA, BNetzA, AGCOM, etc.), or in regulatory affairs at a Very Large Online Platform
