Job summary

United Planning Organization (UPO) in Washington, DC is seeking a Program Manager for the Shelter Hotline Program – Community Health Division. You will lead transportation, logistics and staff, ensuring compliance with contractual requirements and efficient service delivery.

The role requires an Associates degree and 5–7 years of management experience, with strong written and oral communication, and a valid driver’s license.

Qualifications

• Associates degree and 5-7 years of management experience.
• Excellent written and oral communication skills.
• Familiar with human services in the District of Columbia.
• Must have at least two years of management/supervisory experience.
• Must have a valid driver’s license and be insurable for agency bonding.

Responsibilities

• Oversee transportation and logistics operations, including scheduling and fleet management.
• Monitor reports (census, call logs, manifests) and ensure timely reporting.
• Ensure schedules are adhered to and adjust as needed.
• Ensure program compliance with contractual requirements and policies.
• Coordinate transportation, outreach activities and inventory; communicate with shelter providers.
• Maintain dialogue with District government agencies on alerts and staff responsiveness.
• Evaluate staff performance and identify training needs.
• Coordinate required trainings for SHL employees to ensure compliance.
• Handle incident investigations and maintain reporting systems.
