Job summary

The Department of Public Safety and Correctional Services in Maryland seeks a Program Manager Senior I to administer the CJIS Central Repository and lead a statewide 24/7 operation interfacing with federal, state, and local criminal justice agencies.

Qualifications

  • Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Information Systems, Computer Science, Business Administration, or a closely related field.
  • Executive or senior management experience directing large operational units, supervising management-level staff, and administrative teams.
  • Experience administering a statewide or enterprise CJIS operating in a 24-hour, seven-day environment.
  • Experience managing Criminal History Record Information (CHRI), including AFIS, fingerprint-based identification, arrest processing, and reporting requirements.
  • Expertise in the FBI CJIS Security Policy, CJIS systems, information security, privacy, and compliance.

Position Duties

This position administers the Maryland Criminal Justice Information System, CJIS, in accordance with the Criminal Procedures Article 10-101 through 10-234. CJIS contains statewide manual and automated criminal and non-criminal fingerprint records and criminal history records. The CJIS-CR provides a statewide service and interfaces with federal, State, regional, and local criminal justice agencies. This position uses expert leadership, technical and business process knowledge and strategic planning and research skills to develop and organize plans for the major organizational activities of the CJIS Central Repository. Major functions include managing service deliverables; improving programs; planning, aligning and integrating business processes; and determining available resources to provide legally mandated and requested services. The Program Manager Senior I has oversight over the Biometric Identification Operations Section which is a critical business service that operates every day of the year, twenty-four hours a day. This position also ensures that there are available resources to provide legally mandated and requested services for fingerprint supported background checks regarding CHRI.

Minimum Qualifications
  • Education: Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Information Systems, Computer Science, Business Administration, or a closely related field.
  • Experience: Minimum of twelve (12) years of progressively responsible experience managing criminal justice information systems, criminal history repositories, biometric identification systems, or related public safety technology programs.
  • Experience: Minimum of seven (7) years of executive or senior management experience directing large operational units, supervising management-level staff, and administrative teams.
  • Experience: Demonstrated experience administering a statewide or enterprise Criminal Justice Information System (CJIS) operating in a 24-hour, seven-day environment.
  • Experience: Minimum of seven (7) years of direct experience managing Criminal History Record Information (CHRI), including AFIS, fingerprint-based identification, arrest processing, arrest disposition reporting, criminal history record maintenance, expungement processing, record quality, and state and federal reporting requirements.
  • Experience: Demonstrated expertise in the FBI Criminal Justice Information Services (CJIS) Security Policy, CJIS systems, information security, privacy, and compliance requirements, including experience serving in a CJIS Systems Agency (CSA), State Identification Bureau, or equivalent criminal justice information program.
  • Experience: Minimum of three (3) years of experience administering U.S. Department of Justice (DOJ) or Bureau of Justice Assistance (BJA) grants, including National Criminal History Improvement Program (NCHIP), National Instant Criminal Background Check System (NICS), National Criminal History Improvement Program (NCHIP)-related initiatives, National Crime Prevention and Privacy Compact activities, or comparable criminal justice information system grants, including budgeting, compliance, performance reporting, and grant administration.
  • Experience: Demonstrated experience developing statewide policies, strategic initiatives, governance frameworks, and interagency partnerships supporting criminal justice information sharing among federal, state, and local criminal justice agencies.
Desired or Preferred Qualifications
  • Master's degree in Criminal Justice, Public Administration, Information Systems, Computer Science, Business Administration, or a related field.
  • Experience serving as a CJIS Systems Officer (CSO), CSA Direct State Identification Bureau executive, or in a comparable statewide criminal justice information leadership role.
  • FBI CJIS Security Awareness Certification and/or other professional certifications in criminal justice or public-sector technology.
  • Experience leading the statewide modernization of AFIS, biometric identification, criminal history repositories, or integrated criminal justice information systems.
  • Experience representing a criminal justice information agency before executive leadership, legislative bodies, or intergovernmental governance boards.
Special Requirements
  • Ability to obtain and maintain all required criminal justice and security clearances.
  • Availability to respond to operational emergencies, critical incidents, and system issues on a 24-hour basis.
  • Must be capable of overseeing a mission-critical operation that functions continuously, including weekends and holidays.
