Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst focused on Navy acquisitions to support undersea and submarine system programs. The role requires extensive experience with Navy programs, leadership, and strong communication with government customers.

The successful candidate will provide program expertise to PMs, collaborate with NAVSEA PEOs, and help manage documentation and acquisition milestones, while leveraging a DoD Secret clearance and MS Office proficiency.

Qualifications

• 10 years of experience with Navy Acquisition/In‑Service Programs.
• Bachelor’s degree in a business or technical field.
• 5 years of experience working with US Navy submarine programs.
• Experience leading a project and interfacing with an end‑item customer.
• Demonstrated leadership and strong communication and customer‑management skills.
• Proficiency in Microsoft Office (Word, PowerPoint, Excel).
• Active Secret Security DoD clearance.

Responsibilities

• Provide program expertise to government Program or Project Managers overseeing Undersea Acoustic Systems, Combat Submarines, Imaging Systems, or Training Systems.
• Provide Undersea Weapon System logistics subject‑matter expertise to NAVSEA affiliated PEOs and program managers for selected appropriated programs.
• Assist program managers in developing weapon system training, maintenance and logistics requirements and acquisition documentation and program actions.
• Support program managers in developing, managing and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.

Program Analyst – Navy Acquisitions

SPA has a future need for a Program Analyst with experience on Navy acquisitions programs and submarine combat systems.

Desired Qualifications

• Relevant experience with NAVSEA acquisition or in‑service programs.
• Relevant logistics or maintenance experience in Navy Sonar/radar, Combat System, Electronic Warfare or Imaging System or other Undersea Warfare programs.
• 3 or more years as a program manager.

Pay Range Information

Competitive base pay and variable compensation opportunities. Salary range in Virginia: $115,000 – $160,000 per year. Compensation and benefits are commensurate with experience, qualifications and market.
