Job summary

The United Illuminating Company in Orange, CT is seeking a Program Manager - Performance & Budgets to lead workforce planning and manage budgets and headcount across Networks Operations. Qualifications

  • Bachelor’s degree in Business, Human resources Information Technology, or related field.
  • Master/MBA degree preferred.
  • At least 8 years of experience in workforce management, finance, or a related area.
  • Working knowledge of utility industry regulation.
  • Proficiency with SAP fundamentals and processes preferred.
  • Proficiency in Microsoft Office Tools (Excel, Power Point, Word, Power BI).

Responsibilities

  • Control, direct, and oversee Networks Operations headcount and external resources activity, including budget/REV/monthly reporting.
  • Monitor variance root cause, plan corrective actions, and escalate as needed.
  • Develop and manage metrics to track performance and support senior management decisions.
  • Collaborate with HR and stakeholders to develop workforce plans and identify talent gaps.
  • Oversee contractor recruitment, gating, and data governance to ensure compliance and efficiency.

Manage and produce reporting to ensure Networks Operations achieves headcount and personnel including overtime and capitalized labor financial targets. Monitor and track cross functional arrangements required to address emerging needs and close talent gaps. Candidate must also possess strong negotiation skills and ability to collaborate. **Job Duties:*** Control, direct, and oversee Networks Operations headcount and external resources activity. Including preparation and management of budget/REV/monthly reporting. Monitor variance root cause identifies plan for course correction and escalates information as needed.* Control promotions and organizational changes vs budget/REV and analyze financial impact to ensure alignment with financial targets.* Develop, manage, and enhance metrics to track Networks Operations performance. Identify trends, produce ad-hoc analysis as needed, and proactively engage with functional senior management to support greater enterprise value creation.* Works collaboratively with HR Business Partners in developing workforce plans.* Evaluate, recommend, and approve incremental internal labor required of current functions or internalization of activities that become core.* Establish the necessary process of position approval, changes, roles & responsibilities within workforce management.* Reconciliation and integration effort of existing and new partial resource plans in order to build comprehensive business cases aligned with regulatory, operational, and quality requirements as well as financial LTO needs.* Build Long Term Plan for Workforce, aligned with Rate Case, Union Agreement, company growth, productivity, and efficiency.* Guarantee that every initiative/budget/review will be communicated properly to leaders and impacted employees.* Control, direct, and oversee Networks Overtime and Capitalized Labor. Including preparation and management of budget/REV/monthly reporting.
