Pay Range (depending on experience): $33.72 - $49.11
Position Summary
The Payroll and Workforce Management Program Manager owns the accurate, timely, and compliant administration of payroll and workforce management processes for Summit Pacific Medical Center. This position is accountable for payroll processing, timekeeping administration, scheduling support, payroll compliance activities, employee and leader support, reporting, reconciliations, and maintenance of payroll-related records and controls. The Program Manager serves as the primary operational owner for payroll and workforce management processes and partners closely with Human Resources, Information Technology, operational leaders, and system vendors to ensure payroll, timekeeping, scheduling, leave management, and workforce management activities are completed accurately and consistently. The position represents operational ownership, process coordination, compliance oversight, customer service, and continuous improvement across the payroll and workforce management functions.
On-Site Position
This role requires employees to work on-site at Summit Pacific Medical Center. This position is not eligible for hybrid or remote work.
Essential Duties and Responsibilities
- Payroll Processing – Process biweekly payroll accurately and within established deadlines.
- Payroll Processing – Review and validate payroll transactions for accuracy and completeness.
- Payroll Processing – Process payroll adjustments, retroactive payments, corrections, and special payroll transactions.
- Payroll Processing – Review payroll reports and audit payroll data prior to final processing.
- Payroll Processing – Coordinate payroll funding activities and related documentation.
- Payroll Processing – Process manual checks when necessary.
- Payroll Processing – Maintain payroll calendars and processing schedules.
- Workforce Management Administration – Monitor employee timecards, schedules, accrual balances, and payroll exceptions.
- Workforce Management Administration – Review missing punches, exceptions, edits, approvals, and related workflow status.
- Workforce Management Administration – Own the resolution of employee and leader payroll and workforce management questions from initial review through resolution.
- Workforce Management Administration – Coordinate payroll and workforce management corrections with Human Resources and operational leaders.
- Workforce Management Administration – Monitor compliance-related exceptions including meal periods, rest breaks, overtime, leave tracking, and approvals.

Education
- Associate degree in Accounting, Finance, Business Administration, Human Resources, or related field; or equivalent combination of education and experience.
Experience
- Minimum three years of payroll, workforce management, timekeeping, scheduling, or related experience.
- Experience with integrated payroll and workforce management systems.
Preferred Qualifications
- Experience with Workday Payroll.
- Experience with UKG Workforce Management or similar workforce management systems.
- Certified Payroll Professional (CPP) or equivalent certification.
- Experience supporting healthcare organizations subject to extensive regulatory requirements.
Knowledge, Skills, and Abilities
