Job summary

CN Guidance and Counseling Services, Inc. seeks a qualified program supervisor to oversee residential services for individuals with psychiatric disabilities.

You will ensure program compliance with agency policies and applicable laws while guiding a team of professionals and paraprofessionals. The role requires a Master's in Social Work with active licensure and at least two years of supervisory experience in mental health, with strong knowledge of co-occurring disorders and residential service

Responsibilities

• Oversee and supervise all aspects of assigned residential programs and assure that services follow guidelines and regulations.
• Recruit, hire, train and evaluate residential staff under supervision.
• Monitor staffing patterns across all programs.
• Provide weekly supervision to program supervisors and ensure staff training.
• Review time off requests, timesheets, and travel expenses; coordinate bi-weekly staff schedules.
• Ensure restorative services for residents; review billing and accuracy with program manager when appropriate.
• Ensure residents in supported housing receive regular visits and services from staff.
• Oversee medication monitoring procedures; monthly EMAR reviews.
• Monitor occupancy rates and collaborate with admissions leadership.
• Conduct intakes for potential residents in coordination with admissions.
• Ensure discharge planning activities are performed for all residents.
• Contribute to policy development in conjunction with the Director.
• Monitor client records for up-to-date documentation to comply with regulations.
• Maintain site maintenance and liaise with landlords for unlicensed programs to meet safety standards.
• Be on-call on a rotating basis to handle crises and report incidents.
• Ensure incidents/grievances are reported timely and QA standards are met with QI Specialist.
• Oversee Medicaid billing in licensed programs and RTS service delivery in unlicensed programs.

JOB DEFINITION:

Provide clinical and/or administrative supervision to a dynamic team of professional and paraprofessional residential staff providing housing and services to people with psychiatric disabilities. Responsible for the overall functioning of the programs and ensuring compliance with agency policies and procedures as well as applicable local, state and federal regulations.

• Experience in delivery of residential services and familiarity with Office of Mental Health regulations strongly preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Oversee and supervise all aspects of assigned residential programs and assures that appropriate and necessary services are delivered and all program guidelines, protocols, policies, procedures and regulations are followed
2. Participate in the recruitment, hiring, training and ongoing evaluation of residential staff under the supervision of the Asst. Director/ Director.
3. Oversight of staffing patterns at all assigned programs.
4. Provide ongoing structured weekly supervision to Program supervisors and ensures that all staff are receiving adequate training and supervision.
5. Review and approve all time off requests, time sheets and travel expenses for supervisors in a timely manner. In addition, meet with the program supervisor and review the staff schedule on a bi-weekly basis.
6. Assure that residents in licensed housing programs receive restorative services appropriate to their needs. In a supervisor's absence, services and billing should be completed by the program manager. In addition, the billing report and accuracy should be reviewed by the program manager after the program supervisor completes it.
7. Assure that residents in supported housing are receiving regular visits and relevant services from staff.
8. Oversight of medication monitoring procedures in all applicable programs. Program Managers are to review the medication logs/EMAR on at least a monthly basis to ensure all procedures are being followed appropriately.
9. Monitor occupancy rates and ensure maximum occupancy in cooperation with the Asst. Director of Admissions, Asst. Director and Director.
10. Conduct intakes for potential residents in cooperation with the Asst. Director of Admissions.
11. Ensure that appropriate discharge planning activities occur for all residents.
12. Participate in the development, implementation and following of all program policies and procedures in conjunction with the Director.
13. Responsible for routine (at least bi-monthly) monitoring of all client records to ensure that records are up to date and include all required documentation in compliance with applicable individual program regulations and policy manuals.
14. Assist program supervisors in maintaining consistent and professional collateral contacts to ensure that all program participants are receiving coordinated and adequate services. This includes participation in case conferences when necessary.
15. Responsible for assuring proper maintenance and upkeep of all sites.
16. Act as liaison with Property Specialist and/or landlords in Unlicensed programs to ensure all physical sites are maintained and meet safety standards.
17. Provide direction, guidance and support to staff during business hours.
18. Be On-Call one week (wed-wed) after business hours and weekends on a rotating basis (approximately every 3-5 weeks) to answer any calls in which a supervisor may need to report pertinent information, need assistance, handle a crisis situation or incident/accident.
19. Ensure that all incidents/accidents/grievances are reported in a timely manner in accordance with applicable regulations.
20. Ensure that Quality Assurance standards are met or exceeded in cooperation with the QI Specialist and Director.
21. Oversight of monthly Medicaid Billing in Licensed programs and RTS service delivery in Unlicensed programs.
22. Oversight of program finances including resident benefits, petty cash accounts, personal needs allowance and other financial issues.
23. Identify and implement quality improvement trainings and activities as part of professional development goals
24. Encourage quality improvement processes and provide consistent resources for QI and professional development
