Job summary

Job Duties

The Virginia Department of Agriculture and Consumer Services seeks a dynamic, results-oriented manager to serve as the Program Manager for the Office of Charitable Gaming within the Division of Consumer Protection. The program is charged with promoting the integrity of charitable gaming activities in the Commonwealth. This position is responsible for overseeing the issuing and renewing of charitable gaming permits and registrations, as well as the regulation of charitable gaming activities in the Commonwealth. The position oversees the on-site inspection of qualified organizations and compliance audits of the activities of permitted entities. Program services include the regulation of qualified organizations; investigation of allegations of fraud, deception, and illegal practices; administration of all laws, regulations, agreements and directives assigned by the Legislature, the Executive Branch and the Commissioner, as delegated by the Deputy Commissioner, and the Director's Office.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth's telework policy.

Minimum Qualifications

Knowledge of State government and the legislative process. Knowledge of the budgetary and personnel process. Skilled in managing supervisory personnel to develop teamwork and cooperation. Knowledge and experience in customer service principles and quality improvement processes. Demonstrated success in developing teamwork and customer service orientation of programs and processes. Demonstrated management, supervisory and organizational skills. Strong oral and written communication skills. Ability to plan and set objectives to achieve results. Well-developed interpersonal and strong public relations skills. Ability to effectively manage multiple projects under stressful conditions and tight deadlines. Strong analytical skills. Ability to apply a high level of technical expertise to the setting of program objectives and supervision of staff.

Additional Considerations

Demonstrated successful management experience in a regulatory, policy, government or related work environment. Experience managing a licensing, registration, or compliance program similar to the Office of Charitable Gaming. H.S. Diploma/GED required. A combination of related education, training, and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of management, public administration, criminal justice, or a law degree; or a combination of training and experience. Extensive budget, supervisory and management experience, along with a strong organizational and public relations background at a senior management level.
