Job Description
Job Summary

The Molina Medicare Stars Program Manager oversees, plans, and implements health care quality improvement initiatives and education programs. Responsible for Medicare Stars projects involving enterprise, department, or cross-functional teams, delivering initiatives from design to outcomes measurement. May engage and oversee external vendors, and direct system analysis and program staff. The role primarily focuses on project/program management for Stars Program and Quality Improvement activities.

Job Duties
  • Collaborate with teams and health plans impacted by Medicare Quality Improvement programs, delivering products from design to completion.
  • Support Stars program execution, governance, outcomes measurement, and initiatives to improve Star Ratings.
  • Plan and direct schedules, program initiatives, and project budgets.
  • Monitor projects from inception through delivery and outcomes measurement.
  • Engage and oversee external vendors as needed.
  • Focus on process improvement, organizational change management, and program management related to Medicare Stars.
  • Lead and manage teams in planning and executing Star Ratings strategies and programs.
  • Serve as the Medicare Stars subject matter expert and lead programs to meet critical needs.
  • Communicate and collaborate with health plans to analyze needs and transform goals into functional requirements.
  • Deliver necessary artifacts, including reports, requirements documents, test plans, and training materials.
  • Work with enterprise and health plan leaders to recommend process improvements.
  • Monitor and track KPIs, programs, and initiatives to assess value and effectiveness.
Job Qualifications

Required Education: Bachelor's Degree or equivalent experience.

Required Experience/Skills: 3-5 years in Medicare Stars Program and Project management, knowledge of Star Ratings & Quality Improvement programs, operational process improvement, Medicare experience, proficiency with Microsoft Project and Visio, excellent communication skills, and experience with leadership collaboration.

Preferred Education: Graduate Degree or equivalent.

Preferred Experience: 5-7 years in Medicare Stars Program and/or Project management, managed care experience, and experience in a highly matrixed organization.

Pay Range: $77,969 - $142,549 annually. Actual compensation varies based on location, experience, education, and skills.
