Job summary

CAE USA Inc. seeks a seasoned Program Manager to lead the C-17 TS Device and Courseware modification program from bid through lifecycle. You will drive schedule, budget, and risk management while coordinating with customers and cross-functional teams.

The role requires strong leadership, EVMS knowledge, and experience managing complex aerospace/defense projects as a prime or subcontractor to DoD. A Secret clearance is preferred and US citizenship is required.

Qualifications

• Bachelor's degree required; master's preferred for advanced program oversight.
• Minimum 10 years' experience in aerospace/defense program management.
• Experience with Earned Value Management and cost accounting practices.
• Ability to manage complex contracts as prime or subcontractor on DoD programs.
• Active Secret security clearance preferred; US citizenship required.

Responsibilities

• Lead all phases of the C-17 TS Device and Courseware modification program from proposal through lifecycle.
• Direct program performance: schedule, cost, and customer relations, with risk management.
• Support bid and proposal activities and ensure compliance with RFP requirements.
• Develop and maintain the integrated master schedule and allocate resources accordingly.
• Interface with customer and senior management; coordinate across multiple programs.
• Ensure proper program documentation, budgeting, and timely closeout.

Summary Plans, organizes, staffs, manages, and controls an assigned program area (C-17 TS Device and Courseware Modifications and change management) from management of proposals through program lifecycles. This position specializes in leading and managing all device and courseware modification programs (Engineering Change Proposal [ECP], Contract Change Proposal [CCP], Rapid Response Efforts). Responsible for overall program performance including schedule performance, cost performance, and customer affinity. • Directs all phases of the program, from requirements analysis and initial planning through all phases, leading to successful product delivery and assuring a timely closeout of completed programs-ensuring that all obligations are satisfied and program documentation is properly recorded.
• Supports program bid and proposal activities; ensure that bids and proposal documentation meet the requirements of the request for proposal
• Develops and implements plans and schedules to execute contracts/subcontracts; allocates and controls contract budgets for labor, material, travel, and purchased services; reports program status to senior management monthly
• Develops and maintains the program integrated master schedule including the internal and external milestones and phases as established by the respective program teams
• Establishes and monitors adherence to program master plans and schedules, identifies program problems, obtains solutions, directs allocation of resources
• Develops and implements corrective action plans when deviations from budgets and/or schedule are evident; seeks senior management assistance in resolving schedule and budget problems as they arise
• Formally identifies, assesses, monitors, and mitigates risk throughout the program lifecycle; serves as primary the primary interface with the customer on all matters involving modification projects contract execution
• Actively seek new business and growth opportunities in coordination with business development
• Maintain program financial forecasts, report progress to financial objectives
• Serve as primary the primary interface with the customer on all C-17 modification matters. Partner with other C-17 TS program leaders to ensure consistent, mutually supportive efforts that put the program in a position to meet customer requirements and meet internal performance goals/metrics.
• Ability to clearly communicate program status, issues, risks, opportunities and plans to internal senior management
• Ensure coordination across multiple programs and/or projects and with other product line leads Qualifications and Education Requirements
• Bachelor's degree, Masters Degree preferred
• PMP Certification preferred
• Minimum 10 years program management related experience
• Successful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization preferred
• Must be a dynamic and energetic leader that involves other team members in the decision making and change process
• Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis
• The position requires coordinating and working with cross-functional teams
• Strong communication skills to advise team members and senior management on status and/or actions
• Active Secret security clearance preferred, Secret clearance issuance within a reasonable time after commencement of employment is required - DoD
• High-energy and self-driven individual that can "make things happen" without a large support organization to depend on daily and knows how to manage his/her time wisely
• A personality style that is team oriented and has the success of the customer, program, organization, and business as his/her main objective
