Job Summary:

Program Manager III, Integrated/Contractor Logistics Support, is a Senior Program Manager position supporting the Mobile Tactical Cannon program. As a high-visibility role, the Program Manager III will focus their efforts on major strategic efforts in establishing and running the Center of Excellence for ILS/CLS in the Strategic Programs Segment. The Strategic Availability and Lifecycle Optimization Hub will be a focus—ensuring the system remains mission-ready, highly reliable, and sustainable throughout its decades-long lifecycle.

The role has responsibility for ensuring the planning and performance of assigned complex programs throughout all phases of the program lifecycle. The Program Manager III is responsible for the cost, schedule, quality, customer satisfaction, and technical performance of assigned programs and for using that successful execution to drive future growth. The Program Manager III is responsible for effective customer communication and is able to proactively respond to the customer and gain customer trust by meeting commitments and quality standards. The Program Manager III may be required to mentor and/or lead junior project or program managers. This position will be required to forecast sales, new business, and gross profit on their programs, needed to meet the operational goals of the business unit. The Program Manager III will direct program teams or Integrated Product Teams in achieving excellence in program execution through the use of Earned Value and other techniques to identify program issues and monitor program performance. Program/Portfolio value varies depending on the mix of programs.

Responsibilities and Tasks:
  • Lead the establishment and strategic direction of the Integrated Logistics Support (ILS) Center of Excellence, serving as the enterprise hub for availability, lifecycle optimization, and long‑term sustainability
  • Ensure operational readiness, asset optimization, environmental responsibility, and economic viability across the system's full lifecycle
  • Direct ILS/CLS planning and execution in partnership with engineering, acting as the primary point of contact for deliverables and cross‑functional personnel
  • Apply deep logistics expertise across system development, fielding, and sustainment, including Model-Based Engineering and Model-Based Product Support methodologies
  • Oversee lifecycle cost analyses, depot activation planning, and development of technical manuals, training materials, and other sustainment products
  • Lead and mentor project managers and cross‑functional teams, modeling performance excellence and effectively managing shifting priorities
  • Translate program objectives into actionable plans, aligning execution with organizational strategy and fostering long‑term, strategic thinking
  • Develop and manage detailed program plans using industry best practices, ensuring delivery, quality, and compliance with all contractual obligations
  • Serve as an expert in risk and opportunity management, proactively conducting analyses and preparing financial reports to drive preventive and corrective action
  • Partner with Finance to prepare forecasts, establish program budgets, and hold Control Account Managers accountable for cost adherence
  • Cultivate strong customer relationships, anticipate needs, ensure satisfaction, and identify opportunities to expand business and improve performance
  • Provide leadership and clear communication to stakeholders on program status, risks, and recommended solutions, ensuring transparency and informed decision ‑ making
  • Coordinate with Marketing and Contracts to support proposal development, marketing strategies, and contract negotiation to meet financial and operational objectives
  • Manage supplier, affiliate, and peer ‑ organization performance to ensure programs are executed per contractual, technical, and schedule requirements
  • Lead internal and external program reviews, maintain program scorecards, and drive continuous improvement across operations, engineering, and sustainment activities
Knowledge (Education/License/Certification, Prior Experience):
  • 10+ years of demonstrated experience in ILS DoW programs leading diverse, multi‑discipline project teams in high‑tempo defense environments
  • A master's degree
  • EVM knowledge and experience
  • PMP/PMI certified
  • Experience with Model Based Product Support (MBPS)
  • A bachelor's degree is required
  • Has demonstrated experience in the applicable technical area or product line.
  • 5+ years of program management experience is required. MP® Certification or Equivalent is required
Skills and Abilities:
  • Strong knowledge of the acquisition lifecycle and through ‑ life sustainment programs, including current Department of War (DoW) strategies and requirements
  • Advanced proficiency with logistics engineering processes and tools such as LORA, MTA, spares analysis, and logistics product database development aligned with DoD/GEIA standards
  • Solid working knowledge of reliability, maintainability, product safety, and technical manual/training development requirements to ensure high supportability and system availability
  • Extensive experience in lifecycle sustainment planning, CLS/PBL execution, and program management across development, production, and sustainment environments
  • Demonstrated capability in cost account management, Earned Value Management, program budgeting, risk management, requirements management, and disciplined program planning
  • Skilled in contract lifecycle management, negotiations, conflict resolution, and collaborative problem solving with internal, external, and international stakeholders
  • Proven ability to lead teams through all phases of the project management framework, delivering programs on time, within scope and budget, and with high customer satisfaction
  • Effective communicator—verbal, written, and in presentations—​with the ability to mentor others, influence cross ‑ functional teams, and build strong customer relationships
