Job description

Responsibilities & Qualifications

RESPONSIBILITIES

  • Provide leadership and oversight for all aspects of contract performance across multiple task areas, including cybersecurity engineering, RMF implementation, network defense, test and evaluation, and lifecycle support.
  • Ensure delivery of contract requirements in accordance with Navy cybersecurity policies, directives, and NIST guidance.
  • Supervise and manage technical teams performing cyber engineering tasks including secure system design, integration, and testing.
  • Manage project cost, performance, and schedule using earned value management (EVM) principles.
  • Identify and resolve programmatic risks, scope changes, variances, and mission contingencies across all task areas.
  • Interface regularly with Navy stakeholders, CORs, and subcontractors to ensure quality execution and contractual compliance.
  • Prepare and deliver comprehensive status reports, program reviews, and budget justifications.
  • Oversee management of subcontracts, ensuring performance standards, deliverables, and integration meet program requirements.
  • Maintain strict adherence to DoD cybersecurity frameworks (e.g., RMF, NIST SP 800-53, DoDI 8500.01) and ensure mission resilience through zero trust and secure engineering principles.

REQUIRED QUALIFICATIONS

  • Experience:
    • Fifteen (15) years of full-time professional Program Management experience.
    • Ten (10) years of full-time DoD contract management experience, including managing major technical support contracts—preferably with the U.S. Navy—and a strong understanding of the Navy’s contractual process.
    • Five (5) years of full-time experience in each of the following areas:
      • Managing technical teams, developing cost estimates and schedules, preparing status and budget reports.
      • Managing cybersecurity projects, including identifying, tracking, and communicating scope changes, issues, variances, and contingencies.
      • Working in cybersecurity mission areas, engineering, and research and development.
      • Managing subcontractors, especially in a proposed subcontracting environment.
  • Education:
    • Bachelor’s degree in Engineering, Business/IT Management, Cybersecurity, or a related discipline.
  • Clearance:
    • Must possess a TS/SCI (no IT Level Designation).
