US Federal Solutions is seeking an experienced Program Manager III to support the U.S. Navy Bureau of Medicine and Surgery (BUMED) and the Navy Medicine Enterprise (NME) Strategy Management Office in Falls Church, Virginia.

The Program Manager will lead day‑to‑day contract execution, coordinate complex activities across multiple organizational levels, and serve as the primary interface between USFS and the Government COR.

This is a highly visible leadership role supporting senior Navy Medicine stakeholders and enterprise-wide strategic initiatives. The Program Manager will lead day‑to‑day contract execution, coordinate complex activities across multiple organizational levels, and serve as the primary interface between USFS and the Government Contracting Officer’s Representative (COR).

The successful candidate will bring extensive Department of Defense program management experience, strong executive‑level communication skills, and the ability to coordinate complex work across BUMED directorates, subordinate commands, the Fleet, and the Marine Corps.

Position Overview

The Program Manager III will be responsible for the overall management, coordination, quality, and successful execution of USFS support to the Navy Medicine Enterprise. The role requires an experienced leader who can work effectively across BUMED Echelon II directorates while integrating activities involving Echelon I, BUMED Echelons III through V, the Fleet, and the Marine Corps.

The Program Manager will serve as the primary point of contact for the COR, maintain regular communication with Government leadership, and ensure program activities, staffing, quality standards, deliverables, schedules, risks, and contractual requirements are effectively managed.

Key Responsibilities
  • Lead the overall execution and management of a complex professional services program supporting BUMED and the Navy Medicine Enterprise.
  • Coordinate activities across BUMED Echelon II directorates and integrate efforts involving Echelon I, BUMED Echelons III through V, the Fleet, and the Marine Corps.
  • Serve as the primary USFS point of contact for the Government COR and maintain regular communication regarding program status, priorities, risks, staffing, and performance.
  • Develop and maintain the Program Management Plan, Quality Control Plan, schedules, performance metrics, risk management processes, and supporting program documentation.
  • Lead program startup, transition, staffing, onboarding, and operational readiness activities.
  • Oversee the quality, timeliness, and accuracy of all contractual deliverables and ensure work is completed in accordance with Government expectations.
  • Manage program schedules, milestones, dependencies, action items, risks, and resource requirements across multiple workstreams.
  • Coordinate executive‑level meetings, strategic initiatives, and activities involving senior Navy Medicine leadership and enterprise stakeholders.
  • Support disciplined project management practices, including master scheduling, stakeholder management, strategic communications, resource management, and risk management.
  • Guide the project team in resolving performance challenges, identifying root causes, implementing corrective actions, and continuously improving service delivery.
  • Monitor contract performance and provide clear, concise status reporting to Government and USFS leadership.
  • Ensure appropriate coordination, documentation, and follow‑through on Government priorities, emerging requirements, and program decisions.
  • Build effective working relationships with Government leaders, technical stakeholders, subject matter experts, and other organizations supporting Navy Medicine.
  • Maintain strong internal controls and quality assurance processes to ensure consistent delivery of accurate, professional, and timely work products.

The broader effort supports BUMED's Strategy Management Office through administrative, management, analytical, strategic planning, meeting coordination, documentation, and data‑management services for Navy Medicine leadership.

Work Location

This position is expected to be performed at least 80% onsite at BUMED Headquarters in Falls Church, Virginia, with up to 20% contractor‑site work when approved by the COR.

Security

The position supports a requirement with a Secret security classification requirement. Candidates must be able to satisfy applicable Government personnel security requirements.

Minimum Qualifications
  • Master's degree and at least 10 years of relevant professional experience; OR
  • Bachelor's degree and at least 15 years of relevant professional experience.
  • Active DOD Secret clearance
  • Current Project Management Professional (PMP) certification.
  • Demonstrated experience supporting Department of Defense customers or DoD‑related programs.
  • Extensive experience managing complex projects, programs, contracts, or professional services engagements.
  • Demonstrated ability to lead multidisciplinary teams and coordinate work across multiple organizations and senior stakeholder groups.
  • Strong experience developing and managing program plans, schedules, risks, performance measures, quality processes, and executive‑level reporting.
  • Excellent written and verbal communication skills, with the ability to interact confidently with senior Government and military leadership.
  • Strong organizational skills and the ability to manage multiple competing priorities in a fast‑paced environment.
Preferred Qualifications
  • Experience supporting Navy, Navy Medicine, BUMED, the Military Health System, or another Federal healthcare organization.
  • Experience working with Flag Officers, Senior Executive Service leaders, senior military officers, or comparable executive‑level stakeholders.
  • Background in strategic planning, organizational transformation, healthcare operations, force readiness, or enterprise program management.
  • Experience applying PMBOK principles in complex DoD environments.
  • Experience managing master schedules, project management plans, stakeholder engagement plans, strategic communications plans, resource plans, and risk‑management activities.
  • Familiarity with continuous improvement, root‑cause analysis, corrective action planning, and organizational performance improvement.
  • Understanding of Navy or Marine Corps organizational structures and command relationships.
