Job summary

ARMADA, Ltd. in Arlington, VA seeks a Program Manager to lead a multidisciplined security program for the F-35 JPO Security Directorate. You will guide risk management, provide expert recommendations, and supervise contractor personnel to meet the PWS.

Responsibilities

  • Apply specialized DoD security knowledge to run a multidisciplined program.
  • Provide expert recommendations and solutions on security matters to program personnel.
  • Conduct risk management and present mitigation options to JPO Security leadership.
  • Analyze security processes and suggest corrective actions to leadership.
  • Communicate effectively with U.S. and international partners with tact and diplomacy.
  • Apply AECA and FMS knowledge to security challenges.
  • Develop solutions considering cultural and political dynamics to support shared interests.
  • Provide contract management oversight to ensure PWS compliance.
  • Maintain resources to fulfill obligations including staffing and training.
  • Designate a PM to coordinate with government authorities.
  • Provide leadership, direction, and oversight for timely contract execution.
  • Use best practices to document and monitor contract activities.
  • Notify officials of issues arising during performance.
  • Oversee day-to-day project execution and client engagement.
  • Coordinate with stakeholders for timely action.

CONTINGENT UPON AWARD********************

The Program Manager will support the F-35 Joint Program Office (JPO) Security Directorate by providing expert guidance, oversight, and management across a multidisciplined security program. The Program Manager is required to have specialized knowledge of security management within the Department of Defense (DoD) or similar organizations, as well as the ability to operate with a high degree of independence, oversight, and initiative.

Duties & Responsibilities
  • The Program Manager applies specialized knowledge and experience in DoD security management to execute a comprehensive, multidisciplined security program.
  • The Program Manager provides informed recommendations, innovative solutions, and expert assistance on security matters to program personnel and sensitive activities.
  • Conduct risk management and risk analysis across all security disciplines to evaluate threats and vulnerabilities, and present mitigation options with associated resource requirements to the F‑35 JPO Security Director or designated personnel.
  • Analyze security related processes, procedures, and policies, identify issues, and recommend corrective actions to F‑35 JPO Security leadership.
  • Communicate clearly and professionally in writing and orally with colleagues, senior officials, and representatives across U.S. and foreign military or civilian agencies, demonstrating tact and diplomacy in all interactions.
  • Apply knowledge of U.S. international and foreign affairs objectives, the Arms Export Control Act (AECA), Foreign Military Sales (FMS) processes, and security assistance policy to address complex security challenges.
  • Consider cultural and socio‑political dynamics when developing solutions and strengthening relationships that support shared strategic interests.
  • Provide full contract management support, including supervision, oversight, and coordination of all contractor personnel and subcontractors to ensure all services meet the requirements of the Performance Work Statement (PWS).
  • Maintain all resources required to fulfill contract obligations, including staffing, training, equipment, permits, screenings, documentation, and reporting.
  • Designate a Program Manager (PM) to serve as the primary point of contact with government program authorities, ensuring seamless communication and technical integration.
  • The PM will provide leadership, direction, quality assurance, and administrative oversight to ensure timely and effective contract execution.
  • Use industry best practices to ensure all contract activities are identified, documented, tracked, monitored, and evaluated for compliance and service quality.
  • Notify the COR, CO, and the F‑35 JPO technical point of contact in writing of any technical, financial, personnel, or managerial issues that arise during the period of performance.
  • Oversee day to day project execution, ensuring proactive client engagement, responsiveness, and professional business interactions.
  • Maintain consistent attention to assigned tasks and ensure timely coordination with all relevant stakeholders.

Knowledge, Skills, And Abilities (KSAs)
  • Knowledge of multidisciplined security programs within the DoD, including risk management, threat analysis, and security policy evaluation.
  • Skilled in developing and presenting security recommendations, mitigation strategies, and process improvements to diverse stakeholders.
  • Ability to communicate effectively in writing and orally with U.S. and international military and civilian partners while maintaining tact, diplomacy, and cultural awareness.
  • Knowledge of international security assistance frameworks, including AECA and FMS, and the ability to apply them to complex security environments.
  • Ability to manage contract requirements, personnel oversight, and resource coordination to ensure compliance with all program and performance standards.
  • Demonstrated experience with flag-officer level briefings and senior-level interface.
  • Demonstrated knowledge of DoD 5000 series (DoD acquisition).
Minimum/General Experience
  • At least five (5) years supervisory experience.
  • At least 10 years of relevant work experience.
Minimum Education
  • Master's Degree in relevant field; or a bachelor's degree and 4 additional years of relevant work experience.
