BestCare Treatment Services Inc. in Oregon seeks a Program Manager to lead a service program with initiative and judgment. The role supervises staff, maintains service quality, and fosters community relations to support the agency’s mission.

You will collaborate with leadership to ensure resources are used efficiently, maintain compliance with state rules, and drive continuous quality improvements for client outcomes.

Qualifications

  • Must have knowledge of the public service system for developmental disabilities services in Oregon and at least one of: a relevant bachelor's degree with 4+ years of related experience including program management, fiscal management, and staff supervision; or 6 years of supervision experience; or 6 years in technical/professional work related to developmental disabilities services.
  • For individuals recovering from a substance-use disorder, must have maintained continuous abstinence for the past two years.

Responsibilities

  • Provides direct, day-to-day supervision and performance management of the assigned Program staff, including interviewing, hiring, coaching and performance management in line with BestCare policies and laws.
  • Ensures respectful and compassionate treatment of all clients within the programs.
  • Ensures that health, safety, and confidentiality policies for clients are developed and implemented.
  • Works with the Program Director to optimize resource use to deliver high-quality services in the community.
  • Ensures program practices meet best practice standards and Oregon Administrative Rules, including minimum supervision requirements.
  • Develops and maintains positive relationships with families, providers, and state/local agencies involved in developmental disabilities services.
  • Implements Department-funded programs to achieve defined outcomes and monitor contract compliance.
  • Collects and reports information needed for licensing, funding, and investigations related to services.

Education

Description

The Program Manager is a position that requires the employee to function independently, showing considerable amounts of initiative, judgment, and leadership with a commitment to the mission of the agency and furthering that mission in the community. The Program Manager is also responsible for the quality of the services provided, for maintaining strong relationships in the community, and serves as a good financial steward for the agency to support the fiscal health of the program(s). The Program Manager reports directly to the Program Director and directly supervises staff in the assigned program(s).

QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE:
  • Must have knowledge of the public service system for developmental disabilities services in Oregon and at least one of the following: (1) Bachelor’s degree in behavioral science, social science, health science, special education, public administration, or human service administration and a minimum of 4 years’ experience with at least 2 of those years of experience in developmental disabilities services that provided recent experience in program management, fiscal management, and staff supervision; or (2) 6 years of experience with staff supervision; or (3) 6 years of experience in technical or professional level staff work related to developmental disabilities services
  • For individuals recovering from a substance-use disorder, must have maintained continuous abstinence/sobriety for the immediate past two (2) years.
LICENSES AND CERTIFICATIONS:
  • Must maintain a valid Oregon Driver License or ability to obtain one upon hire, and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3) or more Type B violations)
ESSENTIAL FUNCTIONS:
  1. Provides direct, day-to-day supervision and performance management of the assigned Program staff to include interviewing and hiring, coaching and performance management in accordance with BestCare policies and procedures and all State and Federal employment laws;
  2. Ensures that respectful and compassionate treatment is provided to all clients who enter the programs;
  3. Ensures that proper policies and procedures that protect the health, safety, and confidentiality of clients are developed and implemented;
  4. Works with the Program Director to identify opportunities and implement plans to provide a coordinated and efficient use of resources available to serve individuals with innovative and high-quality services to the community;
  5. Ensures that the practices of the program meet best practice standards and CDDP Oregon Administrative Rules for the field, including ensuring that supervision is occurring at or above the minimum requirements of the OARs;
  6. Develops and maintains positive and cooperative working relationships with legal and designated representatives, families, providers, brokerages, the Department, local government, and other state and local agencies with an interest in developmental disabilities service;
  7. Implementation of programs funded by the Department to encourage pursuit of defined program outcomes and monitor the programs to assure service delivery that complies with related contracts and applicable local, state, and federal requirements;
  8. Collection and timely reporting of information as may be needed to conduct business with the Department including, but not limited to, information needed to license foster homes, collect federal funds supporting service, and investigate complaints related to services or suspected abuse;
  9. Use of procedures that attempt to resolve complaints involving individuals or providers that are associated with developmental disabilities services;
  10. Actively improves the quality of the program through participation in the Quality Management process; participates in the Quality Management Committee as well as the internal Safety Committee;
  11. Provides or makes available on-going training for counseling staff and ensures that clinical staff maintain and/or obtain state certification required for their positions;
  12. Works closely with other staff as a member of a treatment team, ensuring healthy, supportive, and highly collaborative staff-to-staff and staff-to-client relationships;
  13. Provides direct services as is necessary for the efficient functioning of the program;
  14. Ensures that documentation in client files is timely, complete, reflects clinical best practices, and meets State and BestCare standards;
  15. Maintains strong relationships with community partners, developing collaborative relationships whenever possible;
  16. Tracks and ensures that expenses and revenues are managed effectively, and that resources for the program are used efficiently to further the mission of the agency;
  17. Ensures productivity of program staff meets minimum 50% direct services provided/billable;
  18. Works collaboratively with the administrative staff to ensure that proper and efficient administrative and clerical practices are followed;
  19. Other related duties as assigned.
