Job summary

Hill International is seeking a Program Manager – Facilities for Dallas, Texas. This full-time onsite role leads facilities programs and projects on large campuses, building a scalable practice in the Western United States. The ideal candidate will manage multiple clients and teams with extensive project experience.

The role requires overseeing budgets, schedules and vendor relationships, ensuring safety, compliance and high-quality outcomes across sites.

Qualifications

  • Bachelor’s degree in Construction Management, Architecture, Engineering or similar.
  • 10-15 years of relevant experience, including leading multi-staffed teams.
  • Excellent communication skills including interacting with C-Suite level clients.
  • Knowledge of local and national building codes and OSHA safety requirements on construction projects.
  • Advanced knowledge of business operations and project management.
  • Exceptional leadership and mentorship abilities to introduce and implement technical solutions.
  • Willingness to work full time onsite.

Responsibilities

  • Execute the client’s program strategy involving design and execution of multi-site projects on an active campus.
  • Provide financial management oversight and forecast/multi-million dollar budgets.
  • Oversee vendors, designers, contractors and external vendors/contractors.
  • Negotiate SLAs with contractors, engineers and suppliers.
  • Direct long-term facility programs across multiple sites to ensure safe, efficient, and compliant operations.
  • Bridge the gap between maintenance teams and executive stakeholders.
  • Manage and supervise staff.
  • Coordinate requirements of all parties, analyze changes and manage change processes.
  • Coordinate communications between contractor, client, site personnel and consulting engineers.
  • Make recommendations on project plan: design, scope, budget, costs, schedule and extensions.
  • Maintain project budget, contractor schedules, and report decisions on design and cost/risk.
  • Review project documents for completeness.
  • Ensure project quality and on-time, on-budget completion.

Responsibilities

  • Execute the client’s program strategy involving the design and execution of strategic multi-site project that will include new work and renovations on an active campus.
  • Provide financial management oversight and work with the client to build, forecast, and monitor multi-million dollar capital improvement and operating budgets.
  • Provide guidance on vendor & contract oversight of multiple designers, contractors and third party vendors / contractors.
  • Assist the client in negotiating service level agreements with external contractors, engineers, and suppliers.
  • Direct long-term facility programs across multiple sites to ensure safe, efficient, and compliant operations.
  • Bridges the gap between on-the-ground maintenance teams and executive stakeholders.
  • Manage and supervise staff.
  • Familiarize client processes and develop a strategy to coordinate the requirements/needs of all interested parties. Must be able to analyze requested changes and to manage the change process.
  • Assist project management team with coordinating communications between contractor, client, site personnel, and consulting engineers.
  • Make recommendations on project plan: design, scope, contract issues, budget and actual cost analysis, proposed changes, schedule changes and project extensions.
  • Maintain project budget, manage contractor schedules and report on decisions regarding design, specifications, costs, schedule and program or risk for practice.
  • Ability to review project documents (drawings, specifications, RFI’s, schedules, etc.) and evaluate the completeness for the respective phase of design and/or construction.
  • Responsible for managing the quality of the project(s) and manage facility to ensure successful completion as it relates to “on time” and within budget.
Qualifications
