Job summary

The Department of Commerce, state of Washington, seeks a seasoned program manager to oversee SSBCI activities, ensuring compliance, efficient contract administration, and effective stakeholder coordination across lenders, businesses, and partners.

You will lead day-to-day program operations, develop guidance materials, and monitor performance to advance statewide economic development goals while working in a flexible, hybrid environment within Washington state.

Qualifications

  • Seven total years of combined education and/or experience in community trade or economic development.
  • Associate’s degree in business or public administration or a related field and five years of professional-level experience in community, trade, or economic development.
  • Bachelor’s degree and three years of relevant experience in community, trade, or economic development.

Responsibilities

  • Implements SSBCI program policies, procedures, and guidance for assigned programs.
  • Oversees day-to-day activities with program administrators under established guidelines.
  • Conducts eligibility, compliance reviews and documents necessary follow-up to maintain program integrity.
  • Manages post-award grant and contract administration including milestones, deliverables and closeout.
  • Monitors contractor and program performance, tracks reporting timelines and resolutions of issues.
  • Reviews contractor invoices for accuracy and compliance and routes payments accordingly.
  • Develops and maintains program materials such as SOPs, templates, and guides.
  • Documents processes and maintains auditable files in line with retention requirements.
  • Delivers program presentations to external partners and stakeholders to explain requirements.
  • Provides technical assistance and guidance to staff, contractors, lenders, businesses and public.
  • Researches and applies federal and state laws to support program design and improvement.
