Program Manager – Domestic Violence Shelter

Hourly Wage: $29.70 / Regular / Full‑Time / Supervisory

Responsible for the development, design, and promotion of Domestic Violence, Sexual Assault/Abuse, and Crime Victim Services for Shelter and/or Transitional Housing on the Yakama Reservation. Under the direct supervision of the Program Director, the Shelter Program Manager manages and oversees the emergency shelter program and/or Transitional Housing services and support for women, teens, and children.

Examples of Work Performed

• Plan, develop, and implement infrastructure and strategic plans for a Shelter and/or Transitional Housing on the Yakama Reservation.
• Maintain and manage shelter building upkeep, maintenance, and monthly expenses.
• Develop local Shelter and/or Transitional Housing policies, protocols, and resources to ensure child victims receive comprehensive, coordinated, and trauma‑informed services.
• Implement programs and deliver services 24 hours a day, 365 days a year through effective management of agency staff and resources.
• Uphold and ensure compliance with personnel policies and procedures.
• Ensure implementation of daily operating procedures, safety protocols, and administrative functions for residential program activities.
• Oversee timely collection of accurate client documentation and program‑service data collection in compliance with contract and grant‑reporting requirements.
• Create and maintain effective community partnerships.
• Support efforts to evaluate client satisfaction and program effectiveness (using internal tools and external trends).
• Build and maintain effective working relationships with program/support staff across multiple sites.
• Coordinate and participate in program‑specific meetings, staff meetings, and in‑service training.
• Provide 24‑hour on‑call emergency coverage for emergencies either directly or through delegation.
• Collaborate with other project staff to determine continuing work after grant expiration and identify effective project elements.
• Compose reports, articles, and letters to the community, and maintain monthly statistics/data of project events and progress.
• Attend related trainings, community meetings, and events; coordinate trainings and events.
• Possibly work non‑standard hours for events or to respond to youth needs on the Yakama Reservation.
• Coordinate community and youth activities with schools, community centers, youth groups, tribal programs, and other events.
• Promote cultural practices, traditions, and customs of the Yakama Nation and incorporate them into policies and protocols.
• Maintain and submit monthly and weekly calendars of grant program activities, organization, meetings, contracts, and progress.
• Develop and implement a comprehensive social marketing/public education strategy in collaboration with program staff; evaluate staff, youth, families, and other community members.
• Abide by Yakama Nation Rules and Regulations.

Knowledge, Skills and Abilities

• Knowledge of program evaluations, measurement of research progress, and outcomes.
• Knowledge of working with tribal and non‑tribal organizations and articulating program needs verbally or in written format.
• Knowledge of mental health, substance abuse treatment, and social justice issues on the Yakama Reservation.
• Knowledge of working with grants, objectives, and activities to maintain contractual compliance.
• Knowledge of social and health services agencies of the Yakama Nation and adjacent communities as resources for youth, elders, and community members.
• Ability to write Memoranda of Understanding and agreements for inter‑agency collaboration.
• Knowledge in media, public speaking, communications, social marketing, and design.
• Ability to complete required documentation of activities, objectives, and goals.
• Ability to communicate verbally and in writing.
• Strong written communication skills; may be required to produce a report during interview.
• Ability to meet multiple deadlines and multitask.
• Physical ability to lift, carry, pull, push, and walk up stairs (1–3 flights, multiple times a day).
• Ability to train individuals and/or large groups.
• Experience managing government grants and/or contracts.
• Verifiable supervisory experience and a commitment to teamwork.
• Proficient in Microsoft Office.
• Verifiable completion of state‑mandated 40‑hour domestic‑violence advocate/counselor training or willingness to complete the next scheduled one.

Minimum Requirements

• Bachelor's Degree in Mental Health, Chemical Dependency, Social Work, Public Administration, or related field.
• Three years of experience delivering direct services to clients/patients in the Social Work field, including community organization work and strong writing abilities.
• Pass pre‑employment drug test.
• Pass pre‑employment background check.
• Access to adequate transportation.
• Valid Washington State driver’s license and ability to obtain a Yakama Nation driving permit.
• Enrolled Yakama preference; all qualified applicants encouraged to apply.
