Job summary

EMCOR Government Services seeks a qualified Program Manager in Washington, DC. This role manages all aspects of the Department of Energy contract at two sites: Washington, DC and Germantown, MD.

Responsibilities include planning, organizing, directing contract functions, budgeting, supervising staff, and overseeing construction, maintenance, and repairs of facilities. The position requires strong leadership, excellent communication, and ability to coordinate with the client and subcontractors.

Qualifications

  • Five years of general supervisory experience at facilities of similar size and scope.
  • Must have or be able to obtain a Q Clearance.
  • Technical and managerial experience in facilities maintenance and operations.
  • Knowledge of proposals, scopes of work, scheduling and coordinating site contractors.
  • Experience with preventive maintenance programs and customer requirements.

  • Ensures contract is managed to meet contractual requirements and financial goals.
  • Manages exempt personnel on the contract.
  • Maintains a trained, disciplined workforce.

  • Plans and delegates major project assignments; sets priorities.
  • Manages hiring, promotion, and staff termination.
  • Advises client facilities staff on mechanical/electrical issues.
  • Ensures facility upkeep including HVAC, sanitation, and safety.
  • Coordinates procurement and inventory of supplies and services.
  • Maintains liaison with architects, engineers, and contractors.
  • Maintains records and maintains safety programs.

Job Summary

Job Summary:EMCOR Government Services seeks a qualifiedProgram ManagerinWashington, DC. This position involves managing all aspects of the Department of Energy at two sites. These sites include Washington, DC and Germantown, MD. Key responsibilities include the planning, organizing, coordinating, directing and controlling of all contract functions between EMCOR and the customer. Provides the oversight of the contract budget; supervision of project personnel, supervision of new construction and remodeling of facilities; repair and maintenance, and systematic inspection, planning, and accomplishing repairs to facilities.

Schedule: Monday - Friday; 7:00am - 4:00pm, as needed#egs

Essential Duties & Responsibilities
  • Prepares quarterly financial forecasts and monthly updates.
  • Ensures that the contract is managed in a manner that meets all contractual requirements and financial goals.
  • Manages all exempt personnel on the contract.
  • Responsible for maintaining a strong, trained, and disciplined workforce.
  • Manages overall operations of the contract, including: the performance of daily operations, scheduled maintenance; IDIQ construction and renovations; administration of subcontracts for facilities work.
  • Evaluates and ensures the efficient operation of the project, controlling operational expenses at a minimum level that is consistent with sound maintenance practices and contractual requirements.
  • Provide administrative and technical direction and supervision to staff in completing work assignments.
  • Administers the negotiation and bids for IDIQ construction and renovation contracts; and managing same contracts.
  • Plans and delegates major project assignments to supervisory staff; determine building and maintenance priorities that are of significant scope.
  • Dictates the hiring, promotion and termination of staff.
  • Advises, and informs client facilities staff members on mechanical/electrical system issues and problem areas.
  • Ensures proper upkeep of facilities to include heating, ventilation, air conditioning, sanitation, general appearance of buildings and emergency situations affecting the facilities.
  • Coordinates purchase of necessary supplies, equipment and services from appropriate sources and maintains proper inventory control, maintenance, and consumable supplies.
  • Maintains liaison with architects, engineers and contractors/ subcontractors engaged in renovation, or other major projects.
  • Maintains sufficient records, files, controls, and procedures to ensure management and work production.
  • Maintains a strong safety program.
Qualifications
  • The Program Manager and designated alternate(s) shall have at least five years of general supervisory experience managing a facility of the size and scope of the Forrestal and Germantown facilities, and must have at least five years specific
  • Must have or be able to maintain a Q Clearance.
  • Must have technical and managerial experience in facilities maintenance and operations.
  • Must have knowledge of proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel; a thorough understanding of preventive maintenance schedules/operations and the ability to meet demanding customer requirements.
  • CMMS experience required.
  • Must be a US citizen.
  • Management Experience in a Facilities Maintenance organization required
  • Ability to plan, organize, coordinate, direct, and control all aspects of facilities activities.
  • Ability to work with the customer to find mutually satisfactory solutions to difficult issues.
  • Ability to work with management systems and a variety of skilled/unskilled, professional, administrative, and industry personnel.
  • Strong experience with Windows and MS Office
  • Demonstrated skill at developing and nurturing client relationships.
  • Excellent communication skills - verbal and written.
  • Ability to organize and lead a group of people.
  • Ability to work independently or as a member of a team.
  • Ability to adapt to ever changing priorities.
Physical Demands

The individual must be able to walk throughout a large facility to include climbing stairs, entering machinery room spaces, confined space entry and other physical tasks associated with running a multi-building complex.

Compensation Range: $155,0000 - $165,000
