Job summary

Tundra Technical Solutions is seeking a Program Manager / Delivery Lead for an on-site, Irvine, CA contract to oversee a large Android platform modernization and IFE-related migration program. This role focuses on program execution, governance, and cross-functional coordination rather than hands-on coding.

You will coordinate with customer stakeholders, architects, verification, DevOps and release teams to ensure schedule, quality, and delivery commitments are met.

Qualifications

  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related field.
  • 12+ years of software engineering, embedded systems, or technology program management experience.
  • Minimum 5+ years managing large-scale software development programs.
  • Experience leading complex platform migration or modernization programs.
  • Strong project and program management experience involving globally distributed teams.
  • Proven experience managing multi-stream deliveries involving development, integration, testing, and release teams.
  • Demonstrated success driving execution in schedule-sensitive environments.
  • Strong stakeholder management and executive communication skills.

We are seeking an experienced Program Manager / Delivery Lead to lead the end-to-end execution and coordination of a large-scale Android platform modernization and application migration program for a next-generation In-Flight Entertainment (IFE) platform. The program involves Android operating system migration, hardware platform bring-up, middleware modernization, passenger, crew and maintenance application porting, integration, verification, Android compatibility qualification, release readiness, and customer acceptance support.

The Program Manager will serve as the primary delivery coordination lead responsible for planning, execution governance, schedule management, dependency tracking, risk mitigation, issue resolution, stakeholder communication, and alignment across multiple engineering workstreams. The role will work closely with customer stakeholders, architects, engineering leads, verification teams, DevOps teams, and release management teams to ensure successful delivery of program objectives while maintaining schedule, quality, and reporting commitments.

This role is primarily focused on program execution, delivery governance, and cross-functional coordination, rather than hands-on software development.

Key Responsibilities:

Program Planning & Execution:

Own overall program execution for Android platform and application migration activities.

Develop and maintain integrated project plans covering platform bring-up, middleware migration, application migration, integration, verification, compliance testing, and release readiness activities.

Define milestones, delivery phases, checkpoints, dependencies, entry criteria, and exit criteria.

Establish governance processes for tracking scope, schedule, risks, assumptions, issues, and dependencies.

Ensure alignment between technical execution plans and customer program objectives.

Android Compatibility & Compliance:

Facilitate cross-functional planning sessions and execution reviews.

Ensure technical teams are synchronized regarding deliverables, interfaces, integration points, and release schedules.

Manage dependency tracking across platform, middleware, application, and test teams.

Ensure timely closure of action items affecting project milestones.

Schedule Management:

Create and maintain detailed project schedules and integrated master plans.

Track progress against committed milestones and delivery objectives.

Manage sprint, release, and milestone-level schedules.

Conduct schedule variance analysis and develop recovery plans when required.

Identify critical path items and escalation triggers.

Monitor resource allocation and project throughput against planned timelines.

Drive milestone readiness assessments before major releases or integration events.

Maintain program-level risk and issue registers.

Proactively identify technical, schedule, resource, infrastructure, and dependency risks.

Facilitate risk mitigation planning and execution.

Coordinate root-cause analysis for major delivery challenges.

Escalate issues requiring leadership intervention.

Track mitigation actions through closure.

Remove execution impediments impacting engineering productivity and delivery commitments.

Coordinate resolution of environment, infrastructure, access, integration, and test setup issues.

Stakeholder Communication & Status Reporting

Act as primary delivery interface for customer and leadership stakeholders.

Required Qualifications:

Bachelor's degree in Engineering, Computer Science, Information Technology, or related field.

12+ years of software engineering, embedded systems, or technology program management experience.

Minimum 5+ years managing large-scale software development programs.

Experience leading complex platform migration or modernization programs.

Strong project and program management experience involving globally distributed teams.

Proven experience managing multi-stream deliveries involving development, integration, testing, and release teams.

Demonstrated success driving execution in schedule-sensitive environments.

Strong stakeholder management and executive communication skills.

Experience with risk management, dependency management, and escalation management.

Excellent organizational, leadership, negotiation, and facilitation skills.

Preferred Qualifications:

Experience with Android platform development programs.

Experience with AOSP, BSP, embedded Linux, or Android-based product development.

The pay range that the employer in good faith reasonably expects to pay for this position is $46.23/hour - $72.23/hour. Applications will be accepted on an ongoing basis.
