Job description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Under the supervision of the Senior Director, with latitude for the exercise of independent action and decision making, the assigned staff member will receive, review, approve, and process Discretionary contracts for the sum of $5,000 or greater. The assigned staff will ensure accuracy as the Discretionary Quality Control & CD Ops Liaison (e.g., event tracking of completed budgets, insurance, provider diary entries). Prepare and input findings on DYCD databases and provide a weekly update report to the Senior Director of the unit. Assist CBOs that make requests or need technical assistance.

  • Source documents are checked accurately, thoroughly, and completely.
  • All Mandates and requirements comply.
  • Reviews completed within prescribed deadlines. Follows up on incomplete/ pending documents/ referrals, by maintaining controls/ requesting/ reviewing additional information/ records/ making determinations, in order to finalize action on applications/ confirm referrals - Information conveyed/obtained is clear, accurate, and relevant.
  • Useful information/feedback is obtained/conveyed on a timely basis.
  • Manner is tactful and courteous. Reviews initial and final documents, PASSPort contract documents, and service reports before processing in order to ensure compliance with agency requirements and Federal, State, or City mandates.
  • Controls kept are accurate, appropriate, and complete.
  • Discrepancies are noted accurately, clearly, and completely.
  • Performance of contractors consistently meets agency standards/guidelines Contracts, budgets, and monitoring documents are thoroughly and completely reviewed prior to submission to the Supervisor.
  • Entries/codes are complete, accurate, and legible.
  • Entries are logical sequence.
  • Entries are made within prescribed deadlines.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
  • Must possess strong oral and written communication, organizational and analytical skills. 2. Strong ability to juggle multiple projects and priorities at once. 3. Demonstrated working knowledge of target populations shown through management of relevant programs. 4. Extensive experience in and working knowledge of developing human services programs and program budgets. 5. Knowledge of New York City contracting processes. Computer literate with advanced skills in Microsoft Office: Word, Excel, Power Point and Access.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
