Job summary

JMA Resources in Philadelphia, PA, seeks a Program Manager to lead IT and cybersecurity support for a DoD contract, serving as the customer interface and guiding the project team to meet schedules, costs, and quality expectations.

Contingent Posting Notice:

JMA Resources is recruiting for this position in anticipation of a potential contract award. This position is contingent upon JMA Resources receiving the associated contract award and confirmation of final staffing requirements and funding.

Position Overview:

The Program Manager provides overall leadership and oversight for our client’s IT and cybersecurity support activities. This role serves as the primary interface with the customer, leads the project team, manages program execution, and ensures work is completed in accordance with contract requirements, schedules, and quality expectations.

Responsibilities:

Program Leadership & Customer Coordination

  • Serve as the primary point of contact for the customer and provide overall leadership for program execution.
  • Lead and coordinate teams supporting cybersecurity, RMF, policy, analysis, operations, and related IT activities.
  • Communicate program status, issues, and recommendations clearly across stakeholders, functional teams, and company leadership.

Project Execution & Risk Management

  • Plan, direct, and monitor project schedules, including resource loading, dependencies, milestones, and critical path considerations.
  • Track program actions, commitments, and deliverables through completion to ensure work is completed on schedule and in accordance with Department of the Navy requirements.
  • Proactively identify, track, and mitigate program risks and schedule delays in partnership with government project managers to ensure seamless execution.

Team & Quality Management

  • Provide day-to-day leadership, establish clear priorities, and set performance expectations for assigned team members.
  • Coordinate and reallocate resources across task areas to support changing program needs and priorities.
  • Monitor team performance and review all work products to ensure deliverables meet strict quality, completeness, and contract compliance standards before customer submission.
  • Carry out other related duties assigned to support evolving client, project, and company needs.
Clearance Level:
  • Current or ability to obtain a Department of Defense (DoD) Secret Clearance is required. Note: To obtain a security clearance, you must be a U.S. citizen and meet the 13 adjudicative guidelines.
Required Qualifications:
  • Experience:
    • At least 10 years of professional experience managing teams and programs within an information technology environment, including:
      • Serving as an overall Program Manager or similar program leadership role.
      • Acting as the primary interface with customers and key stakeholders.
      • Leading and coordinating technical teams, resources, schedules, and deliverables.
    • At least 5 years of the required experience must include information assurance or cybersecurity-related work.
  • Education/Certification:
    • One of the following:
      • Bachelor’s degree in computer science, information technology, communications systems management, or an equivalent STEM field
      • Project Management Professional (PMP) certification
    • Skills:
      • Strong program and project management skills, including planning, scheduling, resource coordination, and risk management.
      • Ability to lead multidisciplinary technical teams and manage competing priorities.
      • Strong customer relationship and stakeholder management skills.
      • Ability to communicate Orally and in writing effectively with technical teams, government customers, and senior leadership.
      • Strong judgment, organization, and problem-solving skills.
      • Ability to review technical and program deliverables for quality and compliance
Preferred Qualifications:
  • Experience managing Navy or Department of Defense IT or cybersecurity programs.
  • Experience overseeing work across multiple cybersecurity functions, including RMF, A&A, security assessments, vulnerability management, policy, and operations support.
Location & Commitments:
  • Position: Full Time
  • Work Arrangement: Hybrid – On-site at our client site in Philadelphia, Pennsylvania. The number of days on-site will be determined by client needs after hire.
  • Travel Requirements: May be required
  • Location Preference: Must reside within a 50-mile radius of Philadelphia, Pennsylvania, due to the on-site/hybrid nature of the position.
  • Work Hours: A typical workday consists of eighthours, totaling a forty-hour workweek. We understand that there may be times when employees will need to adjust their work hours due to client needs or personal reasons. To help balance these demands, we offer some flexibility in work schedules.
