OVERVIEW:
The Program Manager is responsible for management of the customer projects, within a program portfolio. Including all administrative support and oversight of all market functions associated with construction operations. This individual is tasked with leading a team to produce quality work efficiently within the timeframe and budget required. The Program Manager plans, coordinates, and manages multiple functions and teams while ensuring the company meets stated financial goals and customer deliverables. All of this is accomplished by performing the following duties personally or through subordinate staff. This position is optional by market, if duties are carried out by Director of Operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manage market expenses and ensure they are monitored by staff daily, resulting in the high efficiency expected of the program delivery.
- Profit and loss responsible for the program portfolio of projects.
- Oversight job scoping, system commissioning and integration, vendor management, and inventory management functions of the market.
- Determines work force requirements and establishes production schedules to meet service loads.
- Estimates worker hour requirements for completion of each jobassignment.
- Responsible for enforcing all company and OSHA safety practices and interprets company policies to workers.
- Formulates quality control objectives, KPI’s and coordinates them with the market Managers and staff to maximize service reliability and minimizecosts.
- Investigates and addresses complaints regarding quality in the disciplines managed.
- Recommends measures to improve production methods, equipment performance, and quality of product.
- Initiates or suggests plans to motivate workers to achieve workgoals.
- Work as part of the management team to share best practices.

- Manages 3 subordinate managers (PM, Ops Manager, Logistics Manager) who supervise other employees. Is responsible for the direction, coordination, and evaluation of thisteam.

KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concretevariables.
- Ability to establish performance goals for employees, measure regularly against those goals, and take corrective action as necessary. Able to perform quarterly and annual performance evaluations and to create improvement plans to increase the capabilities of the team overtime.
- Abilitytoworkwithmathematicalconceptsincludingprobability,statistics,trigonometry,andplaneand solid geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practicalsituations.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.

- Ability to effectively present information and respond to questions from groupsof managers, clients, customers, and regulatorypersonnel.
- Ability to work and travel on a flexible schedule as needed, including weekends. This position requires moderate travel.
QUALIFICATIONS:
- Requiredtohaveaminimumof7yearsoftelecom,construction,electronics,andtechnicalexperience.
- Bachelor’s degree (B.A.) or equivalent from an accredited four-year with a major in Business or Engineeringpreferred.
- Advancedcomputerexperience,includinguseofMicrosoftOffice.
- Knowledgeandexperienceofproject and constructionpractices.
- Clean Driving Record & Valid Driver's License
