Job Description:

This job is responsible for overseeing programs and projects specific to corporate change initiatives that impact how the bank does business, provides a product or service, or executes a function. Key responsibilities include serving as the primary contact to department managers for critical change initiatives and communicating, influencing, and negotiating vertically and horizontally to obtain or leverage resources. Job expectations include delivering regulatory and executive materials and ensuring results align to program strategy, simplification, and new capabilities.

Chief People Organization (CPO) Change Execution team at Bank of America supports significant transformation across the global function to strengthen how human resources capabilities are delivered. We are looking for highly motivated leaders who thrive in complex environments and are committed to transparency, integration, accountability, and execution.

The Program Manager oversees a large portfolio of related initiatives across one or more CPO functional areas or geographies. They drive consistent application of enterprise and CPO standards to support effective delivery. The Program Manager partners with business, technology, control, and vendor leaders to shape and prioritize initiatives, manage dependencies, and provide transparency into portfolio health and expected outcomes. They are strong communicators who influence and negotiate across stakeholders, resolve complex issues, and drive transparency across initiative planning, governance, and portfolio execution.

The Program Manager is accountable for portfolio outcomes and provides direction and oversight across related initiatives. They lead delivery through assigned Project Managers, who are responsible for day-to-day project execution. Program Managers remain connected to the work to support escalations and provide tactical leadership or short‑term coverage when needed. The role leads matrixed resources and may assume formal people‑management responsibilities, including direct management of associates, based on evolving organizational needs.

Responsibilities:
  • Defines program controls, processes, procedures, reporting cadence, decision governance structures, and ways of working with key stakeholders

  • Works closely with project sponsors, cross‑functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new change initiatives

  • Monitors the execution of defined tasks through tracking of program milestones and their statuses, developing program plans, and measuring progress against ongoing key performance indicators

  • Analyzes, evaluates, and overcomes program risks, and produces program reports for managers and stakeholders

  • Identifies key requirements for cross‑functional teams and external vendors to perform in alignment with the program objectives

  • Works with other program managers to identify risks and opportunities across multiple projects within the department, leading them to negotiate decision making for efficient and effective resolution

  • Leads activities throughout the initiative planning lifecycle, including process design, intake, prioritization, and readiness validation.

  • Maintains integrated routines with business, technology, control, and vendor partners to provide transparency into portfolio health, frame options, and drive timely decisions.

  • Develops an integrated view of portfolio health, readiness, dependencies, and resource constraints, escalating concerns that may affect delivery outcomes.

  • Directs Project Managers and applies knowledge of project execution and ECM/ CPO governance standards to support delivery, address emerging concerns, and provide tactical leadership or short‑term project coverage when needed.

  • Provides project‑related coaching and feedback to Project Managers and partners with peers on capacity, resource alignment, development, and performance matters.

Required Qualifications:
  • 7+ years of program, portfolio, or project management experience leading large‑scale, complex change, or equivalent experience.

  • Demonstrated experience leading a portfolio or multiple related initiatives in a highly matrixed environment.

  • Experience leading change across business, technology, process, control, and third‑party partners.

  • Experience leading initiative intake, portfolio planning, prioritization, and readiness activities.

  • Demonstrated knowledge of program and project management governance, risk, controls, and execution disciplines.

  • Demonstrated experience directing matrixed project managers, assessing delivery quality, and intervening effectively when execution concerns arise.

  • Strong executive communication, relationship‑management, and influencing skills, with the ability to synthesize complex information to drive decisions and accountability across stakeholders.

Pay and benefits information

Pay range

$102,000.00 - $150,000.00 annualized salary, offers to be determined based on experience, education and skill set.

Discretionary incentive eligible

This role is eligible to participate in the annual discretionary plan. Employees are eligible for an annual discretionary award based on their overall individual performance results and behaviors, the performance and contributions of their line of business and/or group; and the overall success of the Company.
