Innovim is seeking a Program Manager to oversee a Federal IT Support Services BPA for a U.S. legislative branch agency.

The role is hybrid in Washington, DC with on-site work as required, serving as the single point of contact to the customer and coordinating cross-functional teams across multiple task orders. The ideal candidate has 10–12 years of PM experience, a PMP (or equivalent), and strong communication with senior executives.

Qualifications

• PMP certification required, or 10 years of relevant PM experience in lieu.

Position Summary

The Program Manager provides overall management and administration across all task orders under a Federal IT Support Services BPA for a U.S. legislative branch agency, serving as the single point of contact to the customer. The role coordinates all tasks, deliverables, and personnel; manages resources, schedule, risk, and quality; and acts as liaison between the contractor's technical teams, the Contracting Officer's Representative (COR), and executive leadership.

Key Responsibilities

• Provide overall BPA and task order administration, contract governance, and performance monitoring.
• Serve as the single point of contact to the customer and liaison between technical teams, the COR, and executive leadership to manage expectations.
• Lead project initiation and planning; collaborate with stakeholders to define needs and objectives and translate business requirements into executable technical solutions and implementation plans.
• Manage resources and budget, including task assignment and labor-burn forecasting.
• Oversee execution and monitoring — daily progress, schedule management, and quality assurance of deliverables.
• Identify, assess, and mitigate technical and project-related risks.
• Prepare task proposals including budget and schedule; develop policies, procedures, and work instructions.
• Provide clear, concise written and verbal status reporting across multiple concurrent activities.
• Assess project deliverables to ensure they meet customer requirements prior to submission.

Required Qualifications

• Bachelor's degree in an Information Technology-related field.
• Minimum 10–12 years of program/project management experience, including execution and oversight of major Federal IT programs.
• PMP certification required, or a minimum of 10 years of directly relevant program management experience in lieu of PMP.
• Working understanding of Information Technology and cybersecurity capabilities.
• Demonstrated ability to communicate orally and in writing with senior-level executives and to meet critical deadlines.
• Proficiency with project management tools; experience developing policies, procedures, and work instructions.
• S. citizenship or permanent residence status; ability to obtain a Public Trust (Tier 2) determination.

Preferred Qualifications

• Active PMP; ITIL Foundation.
• Experience managing multi-disciplinary IT programs spanning network engineering and cybersecurity.
• Experience administering GSA IT Schedule task orders and Blanket Purchase Agreements.
• Prior experience supporting federal or Congressional / legislative branch agencies.

Clearance, Suitability & Security

U.S. citizenship or permanent residence status is required. The selected candidate must be able to obtain and maintain a Public Trust (Tier 2) suitability determination and will undergo an FBI criminal background check and U.S. Capitol Police fingerprinting prior to starting work, in accordance with the contract's security requirements. Remote work is authorized; however, on-site presence at the customer's facilities in Washington, DC (and, as needed, data-center/computing facilities in Ashburn, VA and Manassas, VA) may be required based on task assignment. Local travel to these sites is non-reimbursable. Core hours are 9:00 AM–6:00 PM ET, Monday–Friday; occasional after-hours or weekend maintenance activity may be required.

Compensation
