Program Manager/Business Development Manager
Sapient Logic is seeking a dynamic and experienced Program Manager/Business Development Manager to join our team. The ideal candidate will have a strong background in program management, business development, and a deep understanding of the Department of Defense (DoD) market. This role requires a strategic thinker with excellent communication skills, the ability to manage complex projects, and a proven track record of securing new business opportunities.
Responsibilities
I. Program Management & Execution
- Lead and manage multiple IT, cybersecurity, and software development programs from initiation through execution and closeout.
- Develop and maintain detailed project plans, schedules, resource allocations, and budgets.
- Coordinate across cross‑functional teams to ensure delivery aligns with technical, schedule, and cost objectives.
- Identify risks and implement mitigation strategies to ensure mission success.
- Ensure compliance with DoD standards, cybersecurity requirements, and contractual obligations.
- Provide regular status updates to leadership and customers, including metrics, risks, and performance insights.
II. Business Development & Capture Management
- Identify, qualify, and pursue new business opportunities across DoD and related federal agencies.
- Lead capture efforts including opportunity shaping, competitive positioning, and win strategy development.
- Build and maintain relationships with key government stakeholders, industry partners, and teaming organizations.
- Conduct market analysis, customer engagement, and competitive assessments to inform growth strategy.
- Develop and execute teaming strategies, including partnerships with prime such as Booz Allen Hamilton and other industry leaders.
- Collaborate with leadership to align pipeline development with corporate growth objectives.
III. Proposal Management & Writing
- Lead and manage proposal development efforts across the full lifecycle, from pre‑RFP shaping through submission.
- Own proposal schedules, compliance matrices, outlines, and coordination of technical and management volumes.
- Develop high‑quality proposal content through technical writing, ensuring clarity, compliance, and alignment with evaluation criteria.
- Translate complex technical solutions into compelling, customer‑focused narratives that highlight Sapient Logic’s differentiators and past performance.
- Coordinate inputs from engineers, architects, and subject matter experts to produce cohesive and compliant proposals.
- Ensure all submissions meet solicitation requirements, including formatting, compliance, and submission deadlines.
IV. Client Engagement & Relationship Management
- Serve as a primary interface with customers, ensuring alignment with mission needs and expectations.
- Lead customer engagements, technical discussions, and program reviews.
- Identify opportunities for contract growth within existing programs.
- Maintain strong, trust‑based relationships with government stakeholders and partners.
V. Compliance, Reporting & Governance
- Ensure all activities comply with DoD acquisition regulations and contract requirements.
- Maintain accurate documentation for program execution, proposals, and business development activities.
- Support audits, reviews, and reporting requirements as needed.
Skills and Qualifications
- Bachelor’s degree in IT, Engineering, or a related field with 7 to 8 years experience
- Master’s degree is a plus
- PMP or equivalent certification highly desirable
- Minimum of 5 years of experience in program management, business development, or capture within the DoD environment
- Proven experience leading proposal efforts and developing technical proposal content
- Strong understanding of DoD acquisition lifecycle, FAR/DFARS, and proposal processes
- Demonstrated success in securing new business opportunities
- Excellent technical writing, communication, and presentation skills
- Strong analytical, organizational, and leadership abilities
- Ability to operate independently in a fast‑paced, growth‑focused environment
- U.S. Citizenship required with ability to obtain and maintain a security clearance
