Overview
Hill International is seeking a Program Manager-Aviation in the United States.
Responsibilities
- Plans, organizes, controls, integrates and evaluates the work of assigned client programs/projects to ensure delivery of services complies with contractual obligations defined by contract and industry standards.
- Manage major aviation programs and project teams to successfully implement and deliver assigned assignments.
- Plan and evaluate the performance of assigned directors, managers and staff.
- Monitor client project assignments to ensure: program/projects are carried out per contractual and industry standards; financial results meet client and Hill contractual expectations; and delivery schedules adhere to client requirements.
- Assess staffing abilities and identify immediate and long-range strategic hires necessary to achieve company goals.
- Understand existing staffing resources and prepare plans to ensure industry-leading staffing; support recruiting and management of project staff.
- Utilize Hill’s training initiatives and adjust to align with aviation industry needs, including development of additional curriculum to ensure aviation staff competencies.
- Provide project management and construction management services and guidance for aviation-specific buildings and airport facility projects for state, local, federal, and commercial clients. Services may include development, rehabilitation and expansion, technical and regulatory services or other requested advisory.
- Develop and implement Project Management and Delivery Plans (project governance).
- Ensure programs/projects are managed in accordance with the agreed governance plan and meet or exceed client expectations.
- Serve as Hill’s primary client contact for communicating program/project information.
- Maintain and monitor Hill project budgets for client services to ensure effort aligns with contract obligations and meets Hill’s financial objectives.
- Identify, document, and inform Hill Aviation and Regional Operations Management of any scope changes and claims by owner/client that may impact Hill’s contracts, schedule and fees.
- Identify business, client and project opportunities consistent with plans and strategy.
- Provide direction to and maintain communication with Regional Sales and Operations personnel.
- Establish and maintain positive client and partner relationships through networking and presentations.
- Utilize market research, competitor analysis, and other means to identify potential new projects and opportunities within the commercial and private aviation market.
- Assist in the development and implementation of effective teaming strategies through existing and potential business relationships.
Qualifications
- Bachelor’s degree in Architecture, Civil Engineering, Architectural Engineering or Construction Management, or requisite experience and/or degrees in aviation-related study.
- Minimum 15 years of program and construction management experience in aviation facility projects for state, local, federal and/or commercial clients, with technical and management responsibilities.
- Extensive experience in airport and airline operations, industry relationships, and understanding of regulatory, construction, and operational airport environments.
- Significant proposal development experience demonstrated through written documentation and technical communication skills.
- Proven track record of successfully managing and delivering major aviation projects and programs.
- Ability to communicate with and document relationships with global, national, regional and local aviation markets, contractors, A/E firms, and clients.
- Excellent technical writing, verbal communication, and presentation skills.
- Ability to travel as required.
