The SCA's Architecture and Engineering Department is responsible for developing scope, design, and construction documents for new school buildings, additions, lease conversions, and renovation work of existing schools for New York City's approximately 1.1 million students. Our projects are intentionally and thoughtfully designed; positive impact design is at the forefront of all our projects.

Our in-house studio is a multidisciplinary practice responsible for designing some of the largest and most complex schools in our 1,500+ school portfolio, as well as renovation work. Our other two studios manage external consultants from design inception to completion. Our three studios comprise talented architects and engineers committed to delivering high-quality, sustainable, and resilient public schools.

Job Description Summary

The Program Manager oversees consultants involved in the design, construction, and renovation of schools, managing multiple projects of varying complexity.

Responsibilities include:

  1. Manage staff and consultants, coordinate schedules and workload, maintain assignment logs, and conduct staff evaluations.
  2. Lead or participate in meetings with SCA departments and external contractors/consultants.
  3. Participate in negotiations and mediations; review and recommend settlements, including time extensions.
  4. Approve consultant expenditures; negotiate fees, change orders, and time extensions.
  5. Ensure adherence to schedules, budgets, codes, standards, and obtain necessary approvals from regulatory agencies.
  6. Address operational details through daily management activities.
  7. Track RFIs, shop drawings, reports, and submittals to ensure timely processing.
  8. Conduct site observations and prepare field reports.
  9. Review documents for quality, constructability, value engineering, and other criteria.
  10. Contribute to the development of technical resources.
  11. Assist management with special projects and initiatives.
  12. Perform other duties as assigned.

Experience Requirements:

Eight years of full-time experience in negotiation, mediation, assessment, or evaluation of construction costs, with at least four years in an administrative or supervisory role, or a combination of education and experience. Technical skills relevant to the evaluation areas are preferred.

Salary Range: $105,159.00 - $155,000.00

Work Experience:

Same as above, emphasizing experience in negotiation, mediation, and cost evaluation in construction projects, with supervisory experience preferred.
