Job summary

Northrop Grumman is seeking a Level 3, Senior Program Manager to lead a critical program within the Mission Exploitation OU portfolio, supporting the Advanced Tactical Missions Business Unit in Multi-Domain Operations. Qualifications

  • Bachelor’s degree in Engineering or Business with 10+ years on Government programs.
  • Experience leading engineering teams in systems/software for Government programs.
  • Experience as IPT lead / cost account manager, planning, execution, and reporting to meet targets.
  • Supported technical trade studies and requirements analyses for sensor and mission systems.
  • Developed and delivered engineering and programmatic briefings to customers and leadership.
  • Active TS/SCI clearance, SSBI adjudicated within past 6 years.

  • Prepare and deliver oral and written presentations to executives and customers.
  • Lead proposal development and capture planning for follow-on increments.
  • Own or oversee the program SOW, ensuring alignment of scope, obligations, and resources.
  • Identify and implement continuous improvement to enhance efficiency across design, integration, test, and fielding.
  • Coordinate with Quality, Mission Engineering, Security, and Supply Chain for robust support.
  • Conduct regular team meetings and program reviews to surface issues and align objectives.
  • Ensure adherence to Northrop Grumman PM processes and security requirements in a high-tempo environment.

NG Space Systems is looking for a Level 3, Senior Program Manager to provide leadership for a critical program within the Mission Exploitation (MEX) Operating Unit (OU) portfolio supporting the Advanced Tactical Missions Business Unit in the fast-growing Multi-Domain Operations Division.

The selected candidate will report to the Operating Unit Director and serve as a key member of the leadership team for the evolving MEX OU Portfolio. The primary objective will be the delivery of all contractual requirements for the new program, while achieving all technical requirements and capabilities. The individual will lead a matrixed-functional team aligned to common program performance goals through inception of idea to award and completion of scope.

Senior Program Manager with 10+ years leading complex Government programs in systems and software engineering, specializing multi-domain sensor development. Proven record of delivering large, matrixed programs on cost and on schedule while meeting stringent technical, security, and operational requirements. Experienced in managing maritime and terrestrial sensor capability development, integrating hardware, software, and mission systems across cross-functional teams. Adept at executive-level communication, customer intimacy, capture and proposal strategy, and driving continuous improvement in fast-paced environments.

JOB DESCRIPTION
  • Lead a major development program delivering both maritime and terrestrial capabilities, ensuring all contractual, technical, cost, and schedule objectives are met.
  • Provide program-level leadership as a key member of the Operating Unit leadership team, aligning multi-functional engineering, operations, quality, security, and business organizations to common performance goals.
  • Manage a matrixed-functional team from concept through award and execution, driving integration of sensors with ground, shipboard, and land-based mission systems in support of multi-domain operations.
  • Develop and maintain budget baselines, spend plans, and schedule milestones; actively manage risks and opportunities to keep the program within approved cost and schedule thresholds.
  • Build and sustain customer and stakeholder relationships, cultivating customer intimacy and trust through regular technical and programmatic reviews and responsive issue resolution.
  • Prepare and deliver oral and written presentations to executive leadership, customers, and internal stakeholders, clearly communicating technical progress, risks, and mitigation plans for capabilities.
  • Lead proposal development and capture planning for follow-on increments and related sensor programs, including strategy, BOEs, and coordination with business management and business development.
  • Own or oversee the program Statement of Work (SOW), ensuring alignment between technical scope, contractual obligations, and available resources for maritime and land-based systems.
  • Identify and implement continuous improvement initiatives across missions and product lines to enhance efficiency in design, integration, test, and fielding of solutions.
  • Coordinate closely with Quality, Mission Engineering, Security, CIDO, Facilities, and Supply Chain to ensure robust support to program execution, configuration control, and secure development environments.
  • Conduct regular team meetings and program reviews to surface issues early, drive resolution, and maintain alignment with Operating Unit and Business Unit objectives.
  • Ensure adherence to Northrop Grumman program management processes, company guidelines, and security requirements while operating in a high-tempo environment with evolving mission needs.
BASIC QUALIFICATIONS
  • Bachelor’s Degree in Engineering or Business Management and 10+ years’ experience or Master’s and 8 years’ experience on Government programs in engineering and program management.
  • Experience leading engineering teams in systems and/or software engineering for Government programs, contributing to design, integration, and verification of mission systems and sensors.
  • Experience serving as project lead / IPT lead / cost account manager, responsible for planning, execution, and reporting of engineering scope, meeting cost, schedule, and performance targets.
  • Supported technical trade studies and requirements analysis for sensor and mission system architectures, including impacts to cost, schedule, and technical risk.
  • Developed and delivered engineering and programmatic briefings to customers and leadership, communicating complex technical content in clear, concise terms.
  • Active Top Secret / SCI Clearance, SSBI adjudicated within past 6 years at time of application.

Primary Level Salary Range: $193,000.00 - $289,600.00
