Northrop Grumman Corp. Space Systems is seeking a Senior Program Manager (Program Manager 3) to lead cross-functional IPTs on a new production program based in the Dulles, VA area, ensuring cost, schedule and technical performance.

Required are an active TS/SCI clearance with SAP access and 9 years of related experience (or 7 years with a Master’s). Proficiency in planning, scheduling and Earned Value Management is essential for success in this role.

Qualifications

  • Bachelor’s Degree in Engineering, Sciences, Mathematics or another Technical Discipline with 9 years of experience or Master’s and 7 years of experience.
  • Active Top Secret Clearance with SCI Clearance and SAP access.
  • Experience managing program performance using KPIs, cost, schedule and technical measures.
  • Experience with Planning, Scheduling & Earned Value Management (EVM).
  • Proven leadership of cross-functional Integrated Program Teams.

Responsibilities

  • Lead cross-functional IPTs to meet cost, schedule and technical goals.
  • Measure and report program performance; deliver presentations to customers and executives.
  • Negotiate contracts, changes, budgets, schedules and terms.
  • Develop and manage SOWs, baselines, and budgets with EVM or equivalents.

This new production program will deliver first-of-its-kind operational capability, and the PM will be critical to establish this new product line.The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testCreation, review and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsEstablishment and management of the program and subordinate baselinesDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standardsEnsuring program team understands and adheres to contract scope, and manages change through control board activitiesDevelopment and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realizationCultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsBasic Qualifications:Bachelor’s Degree in Engineering, Sciences, Mathematics or another Technical Discipline and 9 years of experience, or Master’s and 7 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries3+ years of demonstrated experience managing program performance in a P&L role using key performance indicators (KPIs), program metrics, cost, schedule, and technical performance measuresExperience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account managerActive Top Secret Clearance with SCI Clearance and the ability to qualify for access to Special Access Programs (SAP) at time of applicationExperience with Planning, Scheduling & Earned Value ManagementDemonstrated success leading teams /organizations to achieve a common goalExperience identifying, orchestrating, coordinating and controlling the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completionAbility to travel up to 25%Preferred Qualifications:Active Top Secret with SCI Clearance and SAP AccessExperience in the space industryExperience managing suppliersExperience in production of small satellitesExperience managing various contract types to include CPFF, CPIF, FFPPrimary Level Salary Range: $193,000.00 - $289,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
