Qualifications

  • Seven years of experience in administrative services, public health, social services, or health services; or six years plus four years in administrative/public health roles.
  • Bachelor’s degree plus four years of relevant experience; or advanced degree with required experience.
  • Substitution policy: every 30 semester hours equals one year of experience; up to 120 semester hours may substitute for four years.

Responsibilities

  • Review reports and program data for accuracy and compliance with requirements.
  • Audit and monitor Transition Specialist programs, ensuring fidelity of services.
  • Assist with development, revision, and implementation of rules and procedures for reentry services.
  • Develop and maintain partnerships with outside agencies and community stakeholders.
  • Identify staff training needs and ensure appropriate training is provided.

The Program Manager/Deputy Director provides leadership and oversight for statewide offender reentry and transitional services for individuals housed in local jails and state institutions.

The position is responsible for ensuring that reentry programs and services are effectively coordinated, appropriately staffed, properly implemented, and delivered with fidelity.

This is a leadership position that requires strong organizational, communication, supervisory, program management, and problem-solving skills, as well as the ability to work independently and collaborate with multiple agencies and partners statewide.

Experience and Qualifications
  • Seven years of experience in administrative services; public health, social services, or health services; OR
  • Six years of full-time experience in any field plus four years of experience in administrative services, public health, social services, or health services; OR
  • A bachelor’s degree plus four years of experience in administrative services, public health, social services, or health services; OR
  • An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus three years of experience in administrative services, public health, social services, or health services.
  • EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Responsibilities
  • Reviewing reports and program data to ensure accuracy, completeness, and compliance with established requirements.
  • Conducting scheduled and unscheduled audits and monitoring of Transition Specialist programs, assessments, and training to ensure services are delivered with fidelity.
  • Assisting with the development, revision, and implementation of rules, regulations, procedures, and processes supporting a continuum of reentry and transitional services.
  • Developing and maintaining partnerships with outside agencies, organizations, community groups, and individuals to expand resources and services available to offenders.
  • Identifying staff training and development needs and ensuring appropriate training is provided.

PROBATION, or PROMOTION OF A PERMANENT, CLASSIFIED LOUISIANA STATE EMPLOYEE

  • Current permanent status classified LA State employees may be required to accept a probational appointment if accepted.
  • An employee selected for a promotion may be required to serve a trial detail prior to being permanently promoted.
  • This posting may also be used to fill a vacancy as a temporary job appointment. If filled as a temporary job appointment, should a permanent position become available, the employee may be converted to a probational appointment.
