Qualifications

  • 3–5 years of experience in Public Safety, Security, Law Enforcement, or related field required.
  • Healthcare or hospital Public Safety experience preferred.
  • CPR/AED certification required.
  • Aggression Management and ASP Baton Instructor certifications required within specified timelines.

Job description

Program Manager, Public Safety Training and Readiness

The Public Safety Training and Readiness Program Manager is responsible for the oversight and administration of the training program for Valley Health Public Safety personnel. The role ensures all assigned staff receive timely, consistent, and compliant training to support safe and effective Public Safety services across all Valley Health entities. This individual serves as the primary coordinator and gatekeeper for required certifications and recertifications, ensuring staff maintain appropriate credentials and competencies.

The position obtains and maintains specialized Public Safety instructor certifications (e.g., ASP baton, OC foam, handcuffing, Taser, Aggression Management) to support departmental training needs. The incumbent develops a general understanding of hospital and fire safety requirements and, as needed, may provide uniformed Public Safety services in support of hospital operations.

Duties and Responsibilities
Training Program Administration
  • Design, develop, and implement comprehensive training programs for Public Safety personnel. Oversee system-wide training initiatives, including the Essentials of Aggression Management program.
  • Ensure training programs encompass key areas such as emergency response, fire safety, workplace violence prevention, patient handling, and aggression management.
  • Customize training content to meet the operational needs of various Valley Health entities and evaluate training effectiveness through assessments, feedback, and performance metrics, implementing improvements as needed.
  • Prepare and deliver professional reports to the Director and senior leadership on program status, outcomes, and future training needs, while providing candid, constructive feedback on training effectiveness and workforce readiness.
  • Maintain thorough and accurate documentation of training deficiencies and identified gaps.
Aggression Management Program Oversight
  • Manage the implementation and ongoing administration of the Gracie Medical Defense (aggression management) program.
  • Select, train, and evaluate program instructors.
  • Develop and maintain system-wide training schedules for all Valley Health staff.
  • Track participation, certifications, and program outcomes to ensure compliance and effectiveness.
  • Provide instruction and support training delivery as needed.
Training Coordination for Valley Health Departments
  • Coordinate training initiatives beyond Public Safety, including active shooter drills and aggressive patient response scenarios.
  • Conduct security assessments for urgent care centers, medical offices, and other facilities.
  • Provide and assist with implementation of security recommendations in partnership with operational leaders.
Equipment and Resource Management (Quartermaster)
  • Maintain inventory of all Public Safety equipment and training-related supplies.
  • Issue, replace, and recover equipment for Public Safety personnel.
  • Coordinate ordering of equipment and supplies as directed.
  • Anticipate and plan for future equipment and training resource needs.
Operational Support
  • Collaborate with hospital leadership to identify training needs and develop targeted training plans.
  • Assist with in-service training and support ongoing education initiatives for Public Safety personnel.
  • Provide uniformed Public Safety services on an as-needed basis to support departmental operations.
Certification and Compliance Support
  • Support administration of training certifications and recertifications for Public Safety personnel, serving as a back-up when necessary.
  • Assist as needed in ensuring staff maintain current certifications, including ASP baton, OC foam, handcuffing, Taser, and aggression management.
  • Support maintenance of instructor‑level certifications, as needed, to assist with internal training delivery.
  • Assist as needed with maintaining accurate training records and supporting compliance with regulatory and organizational standards.
Education

High school diploma or equivalent required.

Bachelor’s degree in Criminal Justice, Public Safety, Emergency Management, or related field preferred.

Experience

Minimum of 3–5 years of experience in Public Safety, Security, Law Enforcement, or related field required.

Previous experience in training, instruction, or program coordination strongly preferred.

Healthcare or hospital Public Safety experience preferred.

Licensure and Certification

Valid driver’s license required.

CPR/AED certification required.

Aggression Management (e.g., Gracie Medical Defense or equivalent) Instructor required within 6 months of hire.

ASP Baton Instructor required within 2 years of hire.

OC Foam/Spray Instructor required within 2 years of hire.

Handcuffing Instructor required within 2 years of hire.

Taser Instructor required within 2 years of hire.

IAHSS (International Association for Healthcare Security & Safety) certification preferred (e.g., CHPA or Basic/Advanced Officer).

Qualifications

Knowledge of Public Safety practices, emergency response, and workplace violence prevention.

Working knowledge of hospital safety, fire safety, and regulatory requirements preferred.

Strong instructional, presentation, and facilitation skills.

Ability to develop training materials and evaluate program effectiveness.

Strong organizational and recordkeeping skills with attention to detail.

Ability to collaborate effectively with leadership and interdisciplinary teams.

Proficiency in Microsoft Office and training tracking systems.
