Responsibilities

Manage daily execution of contract requirements to meet cost, schedule, and performance goals
Develop and implement plans and schedules for contracts and subcontracts
Allocate and control budgets for labor, material, travel, and services
Perform schedule and cost variance analyses
Regularly report status to senior management
Ensure timely closeout of completed programs with proper documentation
Notify and seek guidance on schedule or budget issues and develop corrective actions
Lead or support meetings and the integrated product/project team from start to close
Provide leadership to program teams and ensure communication and conflict resolution
Collaborate with project teams on tasks and engineering changes to keep material on schedule and budget
Coordinate with other departments to resolve contractual issues and with Contracts Administration
Participate in bid and proposal activities and ensure RFP requirements are met
Represent management in program reviews, meetings, seminars and related events
Prepare for and participate in negotiations safeguarding Company interests

Job Summary

Leonardo DRS Land Systems is seeking a full time Program Manager. This position is based out of our West Plains, MO facility and will have the option to work an in person or hybrid schedule. This position is responsible for managing and directing the daily execution of all contract requirements to ensure cost, schedule, and performance goals are achieved for the Halvorsen overhaul contract. The Program Manager will lead or support all meetings and oversee the integrated product or project team from kick-off through project close. This role serves as the primary interface for communication and coordination with internal and external customers on all matters related to existing contracts. The position will also lead and/or support bid and proposal activities. All responsibilities are performed under the guidance of senior-level management, including the Director of Programs or the Line of Business Lead.

Job Responsibilities

Manage and direct the daily execution of contract requirements to ensure cost, schedule, and performance goals are met
Develop and implement plans and schedules for contracts and subcontracts
Allocate and control budgets for labor, material, travel, and purchased services
Perform schedule and cost variance analyses
Regularly report status to senior management
Ensure a timely closeout of completed programs with proper documentation and fulfillment of all obligations
Notify and seek senior management assistance when schedule or budget issues arise, and develop and implement corrective action plans, including program corrective action strategies
Lead or support all meetings and the integrated product or project team from kick-off through project close
Provide leadership to program or project teams by ensuring communication, cooperation, and conflict resolution
Collaborate with various project teams on assigned tasks and engineering changes and may be required to ensure overall material execution is on schedule and on budget for a business area
Serve as the primary interface for communication and coordination with internal and external customers on existing contracts and contract execution
Coordinate with other departments to resolve contractual issues and with Contracts Administration on contract requirements, changes, and interpretations
Participate as a team member or leader in bid and proposal activities and ensure all request‑for‑proposal requirements are met in the preparation and documentation of bids and proposals
May actively seek new business opportunities in coordination with Business Development and may represent management at program reviews, meetings, seminars, and similar events
Prepare for and participate in contract and subcontract negotiations while representing the Company’s interests and ensuring adherence to all government regulatory guidance
Assure contract requirements are executed in accordance with applicable regulations and Company policies and procedures
Formally identify, assess, monitor, and mitigate risk throughout the program life cycle and obtain management approval before making decisions that may impact established program cost or schedule objectives
May partner with various stakeholders on planning process and system improvements
Develop and understand:
- Leading versus lagging indicators to support effective program management
- Principles of program planning, applying broad concepts, theories, and knowledge in relevant disciplines, along with working knowledge of related fields
- Cash flow management principles
- Principles of process improvement, including Lean Six Sigma
Support, communicate, reinforce, and defend the mission, values, and culture of the organization.

Qualifications

Bachelor’s degree in Business, Engineering, Finance, Supply Chain or relevant field and 3+ years of relevant experience; OR equivalent combination of education and experience
Ability to manage aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization
Exposure to:
- Program lifecycle or components of development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation cost reduction and performance improvement efforts
- Managing manpower planning, project reviews, scheduling and budget control
- Earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis
- Finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management
Knowledge of program management tools and procedures
Excellent leadership and management skills
Advanced problem‑solving abilities
Excellent oral and written communication skills
Ability to travel up to 30% of the time
