Qualifications

  • Fifteen (15) years of progressive experience as a Contracting Officer or Contract Specialist supporting federal agencies with demonstrated capability to lead and manage large acquisition teams.
  • 10 years of project management and personnel management experience in the federal sector within diversified portfolios above a total annual spend of $3B.

Responsibilities

  • Serve as the primary point of contact between the Government and contractor personnel assigned to the task order.
  • Establish and maintain clear lines of authority, responsibility, communication, and accountability across the contractor team.
  • Provide overall program leadership and oversee the effective administration and execution of all task-order requirements.
  • Develop and implement management processes, procedures, and controls to support efficient task-order performance.
  • Assign, coordinate, and monitor personnel workloads based on contractual requirements, priorities, and available resources.
  • Ensure appropriately qualified personnel and other necessary resources are assigned to fulfill task-order requirements.
  • Respond promptly and accurately to Government requests for contractual actions, information, and deliverables.
  • Coordinate with Government stakeholders and contractor personnel to communicate priorities, resolve issues, and maintain continuity of operations.
  • Monitor performance, schedules, staffing, risks, and deliverables to ensure compliance with contractual requirements.
  • Maintain accurate personnel assignments, labor-hour data, and timekeeping records for all employees supporting the task order.
  • Identify and address performance, staffing, scheduling, and resource-management issues that could affect successful task-order execution.
  • Maintain appropriate program documentation, records, status reports, and management controls.
  • Ensure contractor personnel understand and comply with task-order requirements, organizational procedures, and Government direction.

Nakupuna Federal is seeking a Program Manager in support of the Department of State (DoS) Bureau of Global Acquisitions (GA). DOS has a robust Acquisition Program with an average annual spend portfolio of $12 billion executed through approximately 25,000 contract transactions and $4.7 billion executed through approximately 1,200 federal assistance (grants) awards supporting a diverse mission set. GA reports to the Undersecretary for Management and has three organizational elements to include Acquisition Management Directorate (GA/AM), Acquisition Policy Directorate (GA/AP), and Federal Assistance Directorate (GA/FAM). The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Clearance Requirements

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $160,000-$200,000. The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
