Overview

Nakupuna Companies is seeking a mid-level Acquisition Specialist to provide professional services to an OUSW client. The ideal candidate will have experience building or running acquisition programs. This candidate will support Basic Ordering Agreement (BOA) execution and share leading best practices and innovative strategies to enhance the execution of acquisition activities. This candidate should be familiar with military customs and courtesies, have strong oral and written communication skills, have deep understanding of the government acquisition process, and knowledge of OSW structures, programs, and initiatives.

Responsibilities

  • Improve reliability of BOA's acquisition records and develop and refine related Ordering Guides and Standard Operating Procedures.
  • Support documentation development for acquisition planning and project management.

Plan, prepare, track, and maintain acquisition lifecycle documentation.

  • Deliver executive-level management and oversight to the contracts and agreements portfolio.
  • Support data analytics, data collection, and metrics development throughout the acquisition lifecycle.
  • Identify opportunities to apply innovative strategies for procurements and utilize quantitative analytics and visualizations that provide insight into the contracts portfolio.
  • Prepare and analyze acquisition reports and briefs, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.
  • Establish working relationships with stakeholders essential to effective project planning and execution.
  • Provide expert advice to agency directors and senior staff on strategies for achieving transformation-level objectives within the organization.
  • Possess extensive working knowledge of the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation (DFAR), and agency supplements as required.
  • Assist in the development and maintenance of management tools, templates, training and program governance and reporting.
  • Liaise with applicable requirement stakeholders to maintain accurate forecast and accountability of upcoming requirements.
  • Prepare documents and briefings for review and use by DoW senior leadership.
Qualifications
Education and Experience:
  • This position requires a Bachelor's degree from an accredited institution in Accounting, Business Management, or Finance, and 7+ years of relevant professional experience in acquisition.
  • 4 years of specialized experience may be substituted in lieu of educational requirement.
  • Demonstrated experience with DoD is required.
  • Professional DAWIA Contracting C Certification or Advanced DAWIA Financial Management Certification required. Professional Federal Acquisition Certification in Contracting (FAC-C) is an acceptable alternative.
  • Proficiency in Microsoft Office, to include PowerPoint, Word, Access, and Excel.
  • Strong written and oral communication skills.

Location: Onsite at the Mark Center.

Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen.

Physical Requirements:

The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $130,000 to $152,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
