Enterprise Solutions and Management (ESM) in the United States seeks a Program Manager to lead a federal enterprise program, directing teams of data processing and information management professionals across locations to ensure contract success.

The role requires five years of program management, ten years of leadership in IT, PMP or SAFe certification, and the ability to communicate effectively with government customers and stakeholders. A Secret clearance is required.

Enterprise Solutions and Management (ESM) is a rapidly growing government contractor that provides strategic IT services that meet mission needs for Defense and Federal customers. We are hiring a Program Manager to support an enterprise-level program within a federal environment.

Job Description and Responsibilities

Leads projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems. Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

Required Knowledge, Skills and Abilities (KSA)
  • Knowledge of project and contract management principles for complex information technology and telecommunications programs.
  • Ability to lead and manage multidisciplinary technical teams across multiple projects and locations.
  • Ability to plan, organize, and coordinate contract support activities to meet project objectives and requirements.
  • Knowledge of systems development and implementation processes, including analysis, design, integration, testing, documentation, and conversion.
  • Ability to establish and manage organizational structures that support effective project and contract operations.
  • Strong written and oral communication skills, with the ability to coordinate activities and communicate effectively with technical teams, stakeholders, and leadership.

Minimum Training, Education, and Certifications
  • Five (5) years experience in program management
  • Ten (10) years of leadership experience with progressively higher responsibility in public or private sector IT and/or consulting fields.
  • Experience with IT acquisition process and its milestones.
  • Experience in analyzing a variety of source documentation and supporting creation of acquisition documentation.
  • PMP or equivalent
  • Prefer SAFe Agile Certification or equivalent

Physical Requirements
  • Required to stand, walk and sit; communicate verbally both in person and by telephone; use hands to finger, handle or feel objects or controls; reach with hands and arms. Regularly required to stoop, kneel, bend, crouch and lift up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.
  • Physical demands associated with this position include extensive walking (including stairs) throughout offices and between buildings. May require use of public transportation, personal or Government vehicle to drive to local and/or remote office locations.
