This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager based in the United States.

The Program Manager will provide strategic leadership and end-to-end execution oversight for a large federal cybersecurity program.

This role will coordinate multidisciplinary teams spanning cybersecurity, cloud security, security architecture, engineering, compliance, DevSecOps, artificial intelligence, and modernization.

You will serve as a key interface between contractor teams and senior government stakeholders, translating priorities and requirements into actionable plans.

The position combines program governance, technical coordination, resource management, risk mitigation, and executive-level reporting.

You will oversee schedules, deliverables, staffing, dependencies, security requirements, and contract performance across a complex environment.

Success requires strong cybersecurity knowledge, exceptional program management capabilities, and the ability to make informed decisions across competing priorities.

Accountabilities

• Provide overall program and contract management leadership across cybersecurity architecture, engineering, operations, modernization, cloud security, and technical support activities.
• Serve as a primary management interface with Contracting Officers, Contracting Officer’s Representatives, government program managers, security leadership, and other senior stakeholders.
• Translate government requirements, priorities, tasking, and customer expectations into actionable work plans, assignments, schedules, technical direction, and measurable outcomes.
• Lead multidisciplinary teams covering cybersecurity, cloud security, architecture, engineering, risk and compliance, DevSecOps, artificial intelligence, cryptography, documentation, and related technical disciplines.
• Oversee IT and cloud design, security, development, systems engineering, implementation, and modernization initiatives.
• Ensure program execution remains aligned with federal security, cybersecurity, cloud, Assessment and Authorization, and Authority to Operate requirements.
• Develop, maintain, and continuously update the Contractor Project Management Plan, work breakdown structure, schedules, resource assignments, dependencies, milestones, risks, and project baseline.
• Monitor program performance against approved baselines and coordinate corrective actions when deviations occur.
• Manage schedules, contract activities, milestones, reviews, and deliverables to ensure timely and compliant completion.
• Identify, assess, track, and mitigate program risks, issues, dependencies, constraints, and impediments, including staffing, technical, security, schedule, and delivery risks.
• Establish resolution plans for outstanding issues, assign responsible parties, monitor progress, and elevate significant concerns appropriately.
• Produce and coordinate weekly progress reports, project management reports, monthly progress reports, leadership briefings, metrics, information papers, and other program deliverables.
• Ensure program reporting accurately reflects completed and planned work, milestones, risks, level of effort, schedule changes, deliverable status, and deviations from the approved plan.
• Gather, validate, and analyze program data and metrics to support government leadership tasking and executive decision-making.
• Schedule and lead recurring program status meetings, coordinate weekly meetings with government stakeholders, and ensure decisions, actions, issues, and follow-up items are documented and tracked through completion.
• Maintain transparent and consistent communication regarding program status, risks, changes, dependencies, and outstanding issues.
• Coordinate activities across technical teams and ensure dependencies between architecture, engineering, compliance, modernization, documentation, and operational workstreams are effectively managed.
• Monitor the quality and status of contract deliverables and coordinate corrective action when products do not meet schedule, quality, format, or government requirements.
• Track required Information and Communication Technology and Electronic and Information Technology deliverables, including applicable Section 508 conformance requirements.
• Ensure cybersecurity initiatives, technology scouting, innovation efforts, solution discovery, briefings, white papers, and technical activities are appropriately reflected in program reporting.
• Oversee resource planning and staffing across labor categories, maintaining the contract Staffing Plan and Contractor Staff Roster.
• Coordinate recruiting, onboarding, substitutions, and offboarding while ensuring assigned personnel meet experience, education, certification, background investigation, and access requirements.
• Monitor required training and certification completion, including privacy, information security awareness, Rules of Behavior, role-based training, and professional certifications.
• Coordinate Government Furnished Equipment assignment, authorization, tracking, reporting, and return, ensuring access is provided only to appropriately authorized personnel.
• Oversee the program's approved SharePoint or document repository and ensure documentation, deliverables, work products, and other artifacts remain organized, controlled, and accessible to authorized stakeholders.
• Support configuration management, change management, documentation management, and knowledge transfer across the program.
• Coordinate with technical leadership and specialized subject matter experts on security architecture, cloud security, risk, engineering, emerging technologies, and modernization initiatives.
• Support federal Assessment and Authorization and Authority to Operate activities by coordinating technical resources, documentation, schedules, dependencies, and stakeholder activities.
• Make informed trade-off decisions involving scope, schedule, resources, risk, technical complexity, and government priorities while maintaining alignment with cybersecurity objectives.
• Drive continuous improvement and ensure program execution contributes to a stronger enterprise cybersecurity posture.

Requirements

• Minimum of 10 years of information security experience, including at least 5 years of cybersecurity and cloud security experience supporting a large government agency comparable in size and scope to the General Services Administration, Internal Revenue Service, Department of Defense, or Department of Veterans Affairs.
• Extensive expertise in program and project management, security architecture, and security engineering, with the ability to translate customer requirements into clear technical direction for delivery teams.
• Proven experience managing IT and cloud design, security, software development, systems engineering, and implementation efforts.
• Strong knowledge of security solutions within federal government and/or commercial environments.
• Extensive experience supporting federal Assessment and Authorization and Authority to Operate activities.
• Strong knowledge of cybersecurity architecture and engineering requirements, authorizations, Federal Risk and Authorization Management Program, and Risk Management Framework processes.
• Strong understanding of federal cybersecurity policies, processes, standards, and compliance requirements.
• Excellent leadership, communication, interpersonal, organizational, and stakeholder management skills.
• Ability to communicate complex technical and program information clearly to both technical teams and executive stakeholders.
• Demonstrated ability to manage competing priorities, make informed trade-offs, resolve complex issues, and maintain delivery momentum in a highly regulated environment.
• Bachelor's degree in Business Administration, Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or a related discipline is preferred.
• Professional certifications such as Project Management Professional, CompTIA Advanced Security Practitioner/SecurityX, Certified Chief Information Security Officer, Certified Information Systems Auditor, Certified Information Security Manager, Certified Information Systems Security Professional, CISSP-ISSAP, CISSP-ISSEP, Global Certified Enterprise Defender, Global Certified Incident Handler, Global Security Leadership Certification, or Cisco Certified Network Professional Security are preferred.
• Selected candidates will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
• Ability to work effectively in a remote environment and accommodate occasional on-site requirements.
