Job summary

SD Solutions, LLC is seeking a Program Manager to act as the senior contractor representative responsible for overall management and execution of the ICE OCFO CS-OPS task order. You will coordinate contractor tasking, supervise ongoing technical efforts and personnel, and oversee performance across multiple projects.

The role requires a Bachelor's degree, PMP or equivalent, and extensive experience in federal financial management and program oversight.

  • Five+ years of oversight and executive-level management of multiple projects/tasks with personnel.
  • Professional certification in Project Management (e.g., PMP) or equivalent.
  • Three+ years of Federal Financial Management experience.
  • Experience supervising employees across multiple labor categories and skills on large projects.
  • Demonstrated executive-level oral and written communication experience.
  • Experience in both private-sector and Federal-sector projects.
  • Experience in Business Case Development and Project Management.

  • Establish and maintain project plans, schedules, communications, risk-management practices, and performance controls.
  • Support transition, onboarding, knowledge transfer, continuity of operations, and maintenance of the Master Integrated Program Plan and Schedule (MIPPS).
  • Escalate project issues promptly to Government contracting and program officials.
  • Maintain executive-level communications and support business-case development and Federal financial-management activities.

Position Summary

The PM will coordinate contractor tasking, supervise ongoing technical efforts and personnel, manage overall task-order performance, oversee required reporting, participate in Government meetings, and promptly elevate performance issues for resolution.



Key Responsibilities


  • Lead overall task-order performance across program management, customer service operations, data optimization, and process improvement activities.

  • Coordinate tasking and workload assignments for contractor personnel and supervise staff across labor categories and skill sets.

  • Manage technical performance, schedule, quality, risk, staffing, deliverables, and subcontractor performance, as applicable.

  • Provide required program reports and participate in meetings with Government stakeholders.

  • Establish and maintain project plans, schedules, communications, risk-management practices, and performance controls.

  • Support transition, onboarding, knowledge transfer, continuity of operations, and maintenance of the Master Integrated Program Plan and Schedule (MIPPS).

Required Qualifications


  • Bachelor's degree in Business Administration or a related field.

  • Minimum five (5) years of related experience providing oversight and executive-level management of overall project/contract operations involving multiple projects/tasks and groups of personnel.

  • Professional certification in Project Management, such as PMP, FAC P/PM Level II, or equivalent.

  • Minimum three (3) years of demonstrated experience in Federal Financial Management.

  • Demonstrated experience managing and supervising employees across multiple labor categories and skills on projects similar in size and scope.

  • Demonstrated executive-level oral and written communication experience.

  • Demonstrated experience on private-sector and Federal-sector projects similar in size and scope.

  • Demonstrated experience in Business Case Development and Project Management.



Preferred Qualifications


  • Prior DHS and/or ICE experience.

  • Experience supporting Federal financial management or financial shared-services environments.

  • Experience with activity-based costing, cost allocation, customer billing, or related financial analytics.

  • Experience leading contract transition, quality management, and high-visibility financial operations.



Program Requirements


  • Must be a U.S. citizen or Legal Permanent Resident.

  • Must be able to successfully complete the DHS ICE background investigation required before performing work on the task order.

  • Must be available to support the proposed CS-OPS program following contract award and onboarding.



Position-Specific Requirement

The PM must have full authority to act for the contractor on matters pertaining to task-order performance, including authority to bind the contractor in contractual matters. The solicitation does not permit a Deputy Program/Project Manager.
