Job summary

ASU seeks an Administrative Operations Specialist 3 to lead a brand-new workforce development initiative focused on semiconductor facility management and construction.   • Experience in semiconductor industry or large-scale construction management preferred.

Responsibilities

  • Designs, establishes, and launches the program's foundational operational frameworks.
  • Oversees end-to-end planning, logistics, marketing, and execution of events and certificates.
  • Liaises with ASU leadership, industry partners, and regional stakeholders to align curricula.
  • Manages daily program operations, including scheduling and resources.
  • Develops and monitors the program budget and ensures policy compliance.
  • Collaborates with SMEs and faculty to develop training modules and safety protocols.
  • Establishes KPIs to measure effectiveness and reports progress to stakeholders.
  • Performs other duties as needed for program success.

Salary Range: $67,000 - $72,400 per year; DOE

Program Details:

Under minimal oversight, the Program Manager will lead the strategic launch, development, and day-to-day execution of a brand-new workforce development and education initiative. This program focuses specifically on semiconductor facility management and construction. The ideal candidate will be an entrepreneurial self-starter capable of building a program from the ground up, establishing operational workflows, and designing high-impact events and technical training programs. This position serves as the primary liaison between ASU academic leadership, industry partners, and regional stakeholders to supply the rapidly growing semiconductor ecosystem with highly skilled facilities and construction management talent.

Essential Duties:
  • Program Startup & Strategy: Designs, establishes, and launches the program's foundational operational frameworks, goals, and strategic timelines with minimal supervision.
  • Event & Training Management: Oversees the end-to-end planning, logistics, marketing, and execution of industry-focused events, workshops, certificate programs, and technical training seminars.
  • Industry Liaison: Serves as the primary point of contact for semiconductor manufacturers, construction firms, facility management partners and ASU faculty to align training curricula with current industry standards.
  • Day-to-Day Operations: Manages daily program activities, including scheduling, resource allocation, and independently troubleshooting operational hurdles.
  • Financial & Resource Oversight: Develops and monitors the program budget, tracks expenditures, and ensures compliance with ASU and university Arizona Board of Regents (ABOR) policies.
  • Curriculum Coordination: Collaborates with subject matter experts (SMEs) and faculty to facilitate the creation of relevant training modules, safety protocols, and certifications.
  • Assessment & Reporting: Establishes key performance indicators (KPIs) to evaluate program effectiveness, track participant metrics, and deliver comprehensive progress reports to stakeholders.
  • Other Duties: Other duties and responsibilities as needed for success of organization.
Desired Qualifications:
  • Demonstrated experience starting up new programs, initiatives, or business units from inception to steady-state operations.
  • Experience in or familiarity with the semiconductor industry, advanced manufacturing, large-scale construction management, or facilities engineering.
  • Proven track record of planning and executing professional events, corporate training programs, or academic conferences.
  • Experience working in a higher education environment (preferably ASU systems and tools) or managing public-private partnerships.
  • Strong project management skills with the ability to work autonomously, make critical decisions independently, and manage competing priorities.
  • Exceptional written and verbal communication skills for navigating audiences, from corporate executives to university students.
Knowledge, Skills, and Abilities:
  • Semiconductor & Construction Industry Ecosystems: Understanding of the semiconductor industry, advanced manufacturing, large-scale construction management, or facilities engineering.
  • Higher Education & Institutional Operations: Familiarity with higher education environments, university structures, and ideally ASU systems, tools, and processes.
  • Financial & Compliance Regulations: Knowledge of budget management practices, expenditure tracking, and compliance frameworks, specifically ASU and Arizona Board of Regents (ABOR) policies.
  • Workforce Development & Curriculum Design: Understanding of how to align technical training curricula, certificate programs, and safety protocols with industry standards.
  • Program Startup Frameworks: Knowledge of how to build operational workflows, strategic timelines, and foundational structures from inception to steady-state operations.
  • Project & Startup Management: Proven ability to build new initiatives from the ground up, manage competing priorities, and drive programs from inception to execution autonomously.
  • Event & Logistics Planning: Expertise in the end-to-end planning, marketing, and execution of professional events, workshops, corporate training, and academic conferences.
