Job summary

Dexian Government Solutions is recruiting for a Program Manager to lead the NCIS IT Support Services contract at Quantico, VA. You will coordinate with the CO, COR, and government leads while directing contractor teams to meet mission goals.

You will oversee scope, schedule, staffing, quality, and cost, ensuring risk management, transition planning, and continuous service improvements across DoD, DON, and federal environments. A TS clearance at start is highly desirable.

Qualifications

  • 15+ years of progressively responsible IT program management experience.
  • 5+ years as Program Manager on a Federal IT services contract of similar size and complexity.
  • Experience managing a geographically dispersed workforce of 40+ personnel.
  • Experience managing multiple concurrent priorities, resources, schedules, budgets, customers, and managers.

Responsibilities

  • Oversee overall contract performance including scope, schedule, staffing, quality, cost control, risk management, and customer satisfaction.
  • Manage interactions with CO/COR and Government stakeholders.
  • Provide leadership for multi-disciplinary teams and ensure timely delivery of contract requirements.

Job description

Dexian Government Solutions is recruiting for a Program Manager to support our proposal effort at NCIS in Quantico, VA.

Serves as the Contractor's authorized point of contact and is responsible for overall contract performance, including management of scope, schedule, staffing, quality, cost control, risk management, and customer satisfaction. Acts as the primary interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), Government Task Leads, and other stakeholders.

Provides direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives. Serves as a senior-level project manager with a demonstrated ability to lead and manage a multi-disciplinary team of technical and technical support staff for Government customers in the information technology domain.

Provides strategic leadership, direction, and oversight for all contractor personnel supporting the NCIS IT Support Services contract. Responsible for ensuring timely delivery of all contract requirements, maintaining staffing levels, managing subcontractors, monitoring performance metrics, and implementing continuous service improvements.

Leads a geographically dispersed workforce supporting enterprise IT operations, service management, cybersecurity, engineering, cloud services, end-user support, and classified systems. Ensures compliance with Department of Defense (DoD), Department of the Navy (DON), NCIS, and applicable cybersecurity policies and directives.

Responsible For
  • Overall contract execution and performance management.
  • Resource planning and workforce management.
  • Risk identification, mitigation, and reporting.
  • Quality assurance and continuous process improvement.
  • Service Level Agreement (SLA) and Key Performance Indicator (KPI) management.
  • Financial management and cost control.
  • Transition-in and transition-out planning and execution.
  • Executive-level communications and briefings.
  • Coordination across multiple Government organizations and stakeholders.
  • Management of subcontractor performance and deliverables.
  • Must possess excellent verbal and written communication skills, demonstrate experience briefing senior Government leadership, and have the ability to work with all levels of management.
Experience Requirements
  • Minimum fifteen (15) years of progressively responsible experience managing large-scale Information Technology programs, including enterprise operations, infrastructure, cybersecurity, and end-user support services.
  • Minimum five (5) years of experience serving as a Program Manager or Deputy Program Manager on a Federal IT services contract of similar size, scope, complexity, and security requirements.
  • Demonstrated experience managing a geographically dispersed workforce of forty (40) or more personnel in diverse locations.
  • Demonstrated experience managing multiple concurrent priorities, resources, schedules, budgets, customers, and managers, with a focus on consistency and accuracy.
  • Greater than one (1) year of experience managing complex organizations with total responsibility for the financial success of the organizational unit.
  • Demonstrated experience implementing and managing IT service delivery performance metrics, service level agreements, and continuous improvement initiatives.
  • Demonstrated experience managing program risks, staffing, subcontractors, quality assurance processes, and customer relationships.
  • Experience supporting Department of Defense, Department of the Navy, Intelligence Community, or Federal law enforcement organizations is highly desirable.
  • Demonstrated experience managing contract transitions and operational sustainment activities is preferred.
  • Skilled in the use of Microsoft (MS) Project
Education Requirements
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Management, or a related field.
  • An additional four (4) years of relevant experience may be substituted for a bachelor's degree.
Clearance Requirements
  • Active Top Secret (TS) clearance required at contract start; must be eligible and adjudicated to the TS/SCI clearance level at contract start.
  • Must be eligible for access to Sensitive Compartmented Information (SCI).
Certification Requirements
  • Project Management Professional (PMP)
  • ITIL Foundation certification v4
