Job summary

Qualifications

• Master's degree in Mathematics, Engineering, MBA, or another technical field.
• At least 20 years of experience supporting Navy programs.
• PMP certification or DAWIA III in Program Management.

Responsibilities

• Provide overall planning, direction, and leadership for the program, including day-to-day work execution and contract deliverables.
• Ensure performance of contractual requirements in scope, schedule, budget, quality, and compliance.
• Guide technical work execution across the program.
• Coordinate with government personnel to identify and secure resources.
• Establish and control milestones, schedules, budgets, expenditures, and costs.
• Monitor performance and provide metrics, status reports, and risk assessments to leadership and stakeholders.
• Identify risks and develop mitigation strategies to protect cost and schedule.
• Ensure personnel possess qualifications, certifications, and training for requirements.
• Provide supervision, coaching, and development for program staff.
• Conduct employee performance appraisals per policies and contracts.
• Maintain communication with government customers, leadership, subcontractors, and program personnel.
• Support financial program management using Navy ERP and related systems.

Mayvin is seeking an experienced Program Manager to support the Naval Surface Warfare Center, Port Hueneme Division. The role focuses on planning, executing, and managing financial and programming activities under a federal contract. It calls for strong experience with U.S. Navy programs, Navy ERP, and leading contract personnel in a mission-driven setting.

Must be a U.S. Citizen.

Must have an active Secret, Top Secret.

Responsibilities

• Provide overall planning, direction, and leadership for the program, including day-to-day work execution, contract deliverables, personnel management, and customer support
• Ensure the successful performance of all contractual requirements in accordance with established scope, schedule, budget, quality, and compliance standards
• Formulate, guide, and direct technical work execution across the program
• Coordinate and negotiate with government activity and agency personnel to identify and secure required resources
• Establish, maintain, and control technical milestones, schedules, budgets, expenditures, and actual costs
• Monitor program performance and provide periodic performance metrics, status reports, risk assessments, and other updates to corporate leadership and government stakeholders
• Identify program risks, develop mitigation strategies, and resolve issues that could affect cost, schedule, quality, or mission performance
• Ensure assigned personnel possess the qualifications, certifications, and training necessary to meet contractual and operational requirements
• Provide supervision, coaching, and professional development for program employees
• Conduct and deliver employee performance appraisals in accordance with company policies and contractual requirements
• Maintain effective communication and productive working relationships with government customers, corporate leadership, subcontractors, and program personnel
• Support financial program management activities using Navy ERP and related systems, processes, and reporting tools

Required Qualifications

• Master's degree in Mathematics, Engineering, M.B.A. or other Technical Degree
• At least 20 years of relevant experience supporting Navy programs
• A current Project Management Professional (PMP) certification or DAWIA III in Program Management

Preferred Qualifications

• Experience supporting organizations within the NAVSEA Warfare Centers enterprise
• Familiarity with NSWC Port Hueneme Division missions, processes, and stakeholder environments
• Background in managing multidisciplinary teams supporting Department of Defense programs
• Knowledge of federal contracting rules and Navy financial management policies and procedures
• Proficiency with Navy ERP processes and project-related tools
