Job summary

Green Expert Technology Inc. (GreenXT) seeks a Navy Program Manager to lead Navy In-Service Engineering contracts in Philadelphia, PA.

The role requires coordinating maintenance, modernization, and HM&E system enhancements for naval ships, with emphasis on acquisition life-cycle support and NAVSEA-like processes. The ideal candidate will bring extensive DoD/Navy program management experience, a Secret clearance, and PMP/DAWIA credentials.

Qualifications

  • Active Secret Level Security Clearance.
  • 10+ years DoD/Navy program management or equivalent.
  • Experience managing engineering projects for naval HM&E systems.
  • Understanding of Navy contracts and data requirements.
  • Ability to communicate effectively with internal and external stakeholders.
  • Detail oriented and proficient in project management principles.
  • Experience with scheduling using Project and Excel.
  • Knowledge of NSWCPD areas such as controls/networks/cyber or propulsion.

Responsibilities

  • Administrative and programmatic leadership of multi-disciplinary contract program support for Navy maintenance, modernization and in-service engineering tasks related to shipboard HM&E systems.
  • Technical project/program management with task planning, staffing and scheduling; occasional travel to ships.
  • Contract/Task Instruction/Delivery Order management.
  • Financial management and cost control.
  • Subcontract management; personnel management including supervision.
  • Stakeholder and customer management; program reviews and communication.
  • Change and risk management; quality and deliverable management including contract data and invoices.
  • Internal and external reporting; support for business development and capture.

Green Expert Technology Inc. (GreenXT) is seeking a Navy Program Manager for our Navy In‑Service Engineering contracts in Philadelphia PA.

Successful candidates should have demonstrated experience supporting the Naval Sea Systems Command (NAVSEA), one of the Warfare Centers, or other similar organizations and have a working knowledge of acquisition, modernization, and their life‑cycle support processes. The ideal candidate will understand NAVSEAs role as the engineering authority for Hull, Mechanical, and Electrical (HM&E) systems, including machinery control systems, propulsion, electrical distribution, auxiliary systems, and related shipboard technologies.

Responsibilities

Requirements
  • Bachelor of Science Degree in Engineering or technical degree or equivalent
  • MS in a technical or managerial discipline a plus
  • Active Secret Level Security Clearance
  • Project Management Professional (PMP) Certification or DAWIA Level III in Program Management a plus
  • 10 years DoD/Navy program management, Government technical management, or industry business management
  • Experience in management of engineering projects involving maintenance, repair, test, product improvement, or alteration of naval ship Hull, Mechanical, Electrical, and Electronic Systems and Equipment

Subject Matter Expertise in a Navy ship Hull, Mechanical, and Electrical system is a plus
  • Ability to lift, carry and transport heavy equipment & boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.
  • Ability to work on and climb ladders, aboard ships, in shipyards, under industrial conditions and in confined spaces.
