Job summary

SelectTech Services Corporation is seeking a visionary Program Manager to lead cross-functional teams and ensure timely, compliant execution of complex contracts. The role requires strong communication, budgeting, and risk management skills in a fast-paced environment.

The ideal candidate will hold a technical/management degree, PMI-PMP is preferred, and bring 7+ years of program management experience, with familiarity in Earned Value, ISO 9001/AS9100, and federal contracting. U.S.

Qualifications

  • BS degree in a relevant field; advanced degree desired
  • PMI Project Management Professional (PMP) certification preferred or willingness to pursue within first year
  • 7+ years of program management experience, preferably at project/program level
  • Familiarity with Earned Value management techniques (e.g., CAM)
  • Knowledge of FAR/DFAR contracting regulations; ITAR and State Department licensing a plus
  • Familiar with ISO 9001 and/or AS 9100 quality processes and procedures
  • Experience with Microsoft Project, GANTT, PERT and CPM charts
  • Ability to work independently and in a team environment; strong analytical skills
  • Excellent written and oral communication; strong interpersonal skills
  • US citizenship is required and ability to obtain a Secret security clearance

Responsibilities

  • Lead program execution across cross-functional teams (technical, purchasing, manufacturing, quality, logistics).
  • Define scope, goals, and work breakdown structures to support business objectives.
  • Draft and evaluate statements of work (SOWs).
  • Direct and manage end-to-end program development and execution.
  • Communicate project expectations to team members and stakeholders clearly.
  • Estimate resources and participants needed for goals.
  • Develop and manage budgets; propose changes as needed.
  • Negotiate personnel resources with other department managers.
  • Assess staff needs and adjust during the project cycle.
  • Identify and manage project dependencies and critical paths.
  • Develop and deliver progress reports, proposals, and requirements documents.
  • Determine reporting frequency and content; troubleshoot issues.
  • Proactively manage scope changes and contingencies.
  • Supervise team members and suppliers; ensure accountability.
  • Travel to customer/vendor sites for meetings and installations.
  • Build and grow key business relationships for program success.
  • Conduct post-project reviews and generate recommendations.
  • Develop best practices and tools for project execution and management.

What You’ll Do:
  • The Program Manager will be responsible for all aspects of program execution as dictated by the assigned contract terms and program scope. This person selected for this position will work closely with technical, purchasing, manufacturing, quality, and logistics staff to execute all assigned tasks. From time-to-time, the Program Manager may be asked to share other operations tasks (e.g. proposal preparation, policy/procedure documentation, etc.).
  • Define project scope, goals and Work Breakdown Elements (deliverables) that support business goals in collaboration with senior management and stakeholders.
  • Generate/evaluate Statements of Work.
  • Direct and manage end-to-end program development/execution.
  • Effectively communicate project/program expectations to team members and stakeholders in a timely and clear fashion.
  • Estimate the resources and participants needed to achieve project goals.
  • Draft and submit budget proposals and recommend subsequent budget changes where necessary.
  • When required, negotiate with other department managers for the acquisition of required personnel from within the company.
  • Assess the need for additional staff and make the appropriate changes if necessary, during project cycle.
  • Evaluate and select vendors and subcontractors for effective utilization as needed. In concert with management, delegate tasks and responsibilities to appropriate personnel.
  • Identify and manage project dependencies and critical path.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations (examples: CDR, PDR, TIM).
  • Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Supervise project team members and suppliers and influence them to take positive action and accountability for their assigned work.
  • Travel as required to customer/vendor sites for various meetings and to support installations.
  • Build, develop, and grow any business relationships vital to the success of the program/project.
  • Conduct post project reviews and create a recommendations report to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management.
What We’re Looking For:
  • BS Degree in any relevant technical or management field. Advanced degree desired. Will consider personnel with substantial relevant professional experience in lieu of a degree.
  • PMI Project Management Professional (PMP) certification is desired, but if not certified, must be willing to actively work towards achieving certification within the first year of hire.
  • 7+ years of experience in a project level (program level desired) management capacity.
  • Familiar with use of Earned Value project management techniques (e.g. served as a CAM).
  • Knowledge of and familiarity with commercial and FAR/DFAR contracting regulations - experience with federal ITAR regulations and US State Department licensing is considered a plus.
  • Familiarity with ISO 9001 and/or AS 9100 Quality Management processes & procedures.
  • Familiar with (experience preferred) Microsoft Project, GANTT, PERT and CPM charts.
  • Experience working both independently and in team-oriented, collaborative environments.
  • Strong examples of proven analytical and problem-solving performance.
  • Ability to advocate effectively with company executives, customers, partners to get things done.
  • Strong written and oral communication skills and strong interpersonal skills.
  • Willingness to (and facility for) learning, understanding, and applying emerging technology.
  • Effectively prioritize and execute tasks, even in high-pressure circumstances & environments.
  • Due to federal contracting requirements, must be a US Citizen.
  • Must be able to qualify for a Secret Security Clearance.
