Job description

This position is funded in part through federal funds.

Recruitment Range: $64,621 - $113,088

The primary purpose of this position is to manage the Section’s licensing activities for adult and family care homes, overnight respite services in adult day care centers, and multiunit assisted housing with services in accordance with applicable statutes and rules. This position also oversees the Section’s ancillary programs, including the N.C. Star Rated Certificate Program, administrator certification and approval, and approval of the instructors of the 80-hour personal care training for adult care home and family care home staff. Related to these responsibilities, this position oversees the daily operations of the Raleigh office, including file management, database management, data collection, clerical support to home based ACLS staff, and responding to public record requests. The position is responsible for the development and implementation of Section policies and procedures related to these aforementioned areas.

Another significant responsibility of this position is to assist the Section Chief and other Section managers in responding to inquiries from various sources including the public, the General Assembly, legislative staff, DHSR Division Office, attorneys, providers, and others. The Program Manager serves as a liaison concerning activities that involve providers/advocates/consumer groups and other stakeholders who have an interest in adult care home facilities. The position is also responsible for processing public records and other requests for information. This position interacts frequently with DHHS Department and Division Directors and managers, DHSR Section managers and staff, County DSS staff, the Attorney General’s office, stakeholders for both the provider industry and advocates, attorneys, and the general public. This position works independently under the general supervision of the Director of Programs and is evaluated based upon the quality and effectiveness of program areas.

The position directly supervises and manages the performance of the following staff: Licensing Consultant (Facility Survey Consultant (FSC)-II), Licensing Supervisor, and Certification Administrator (FSC-II).

Master s degree in a health or human services related field from an appropriately accredited institution and three years experience in surveying, clinical and/or administration of a program in a related health field, two of which must have been in a supervisory capacity; or Bachelor s degree, preferably in a health or human service related field from an appropriately accredited institution and five years experience in surveying, clinical and/or administration of a program in a related health field, two of which must have been in a supervisory capacity; or an equivalent combination of education and experience.
