Overview

Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence‑based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 staff are dedicated to treatment, prevention, and education. UBHC is one of the largest providers of behavioral health care in the country, with a budget of $260 million and 15 sites. Services include inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach, case management, supportive housing, supported employment, prevention, consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special‑needs children, and child protective service workers. In FY2016 UBHC treated 16,199 consumers, had 24,502 admissions, and reached 19,441 individual callers through peer support. It is the primary mental‑health training resource for the New Jersey Departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

The primary purpose of the Program Manager position is to provide clinical and administrative direction and oversight to assigned programs and closely monitor program integrity to comply with all regulatory requirements. Responsibilities include ongoing program development and implementation of best‑practice interventions.

  • Directs the administrative and clinical organization of the program.
  • Interviews candidates for vacant positions and makes hiring recommendations to Human Resources.
  • Maintains knowledge of trends and developments in the mental health field; regularly attends and participates in in‑service meetings and training events to enhance clinical skills and maintain best practices.
  • Reviews the quality of clinical records and provides ongoing feedback on documentation; completes required qualitative chart reviews as requested by the Clinical Documentation Subcommittee.
  • Completes Annual Employee Health Update (including PPD).
  • Supports the University’s Workplace Diversity and EEO goals and objectives concerning employment and promotion opportunities.
Qualifications
  • Minimum of a Master’s degree in a behavioral health discipline and five years of postgraduate experience in a relevant behavioral health setting.
  • Two years of supervisory experience (or an appropriate doctorate may substitute for two years of experience).
  • For Social Work candidates: active New Jersey certification/licensure as required by the State Board of Social Work.
  • Clinical licensing as required by discipline; license for independent clinical mental health practice (LPC, LCSW, or licensed psychologist) as required by New Jersey Division of Consumer Affairs.
  • Extensive knowledge and experience with behavioral health prevention services.
  • Outstanding human relations and leadership skills, with the ability to function in a team environment.
  • Demonstrated knowledge of achieving superior performance in a unionized environment.

Physical Demands and Work Environment
